Special Planning Commission Meeting <br /> Trott Brook Farms Memo Page 3 <br /> July 14, 1998 <br /> • <br /> Another land use issue that concerns the staff has to do with the number of <br /> cul-de-sacs, the lack of north/south through streets and the street width on <br /> the cul-de-sacs. At least one cul-de-sac needs to be eliminated so that there is <br /> one more north/south through streets within the plat for better traffic flow. <br /> Additionally, staff does not support reducing the street width of the cul-de- <br /> sacs based on a number of situations including no additional trees being <br /> saved in these areas and the requirement for parking on only one side of the <br /> street due to emergency vehicle access. <br /> Finally, another land use concern deals with the number of lots that have a <br /> frontage width of less than 80 feet (the minimum requirement in the R-1C <br /> district). Approximately 47 lots fall into this category and this is one of every <br /> seven lots in the single family residential area. Residential lots of this size <br /> allows for the developers to have more lots in the plat but also makes the city <br /> deal with variances in the future for such things as decks, sheds, or wider <br /> garages. There is no benefit to the city for lots that are less than 80 feet wide <br /> in this proposal in terms of the saving of additional trees or unique housing <br /> opportunities. The up side for the city in having so many lots being smaller <br /> than 80 feet is minimal and the down side for the city includes the <br /> II <br /> appearance of the neighborhood looking like "wall to wall garage doors" and a <br /> large number of variances being anticipated in the future. <br /> There are additional concerns and issues with the project in the other "broad <br /> categories" and these issues are outlined in the attached memos. All these <br /> concerns and details will be presented and discussed at this July 14 meeting. <br /> I wanted to bring to the Commission's attention some of the more serious <br /> land use issues noted above, as I believe these are the issues that are most <br /> pressing to have addressed on July 14 so that the project has a chance of <br /> moving forward at the July 28, 1998, Planning Commission meeting. <br /> If you have any questions, please feel free to contact me. <br /> 4110 <br />
