Special Planning Commission Meeting <br /> Trott Brook Farms Memo Page 2 <br /> July 14, 1998 <br /> • <br /> Following a 20 minute or so presentation from the developers, staff would <br /> like to review the project with the Commission in "broad categories". The <br /> "broad categories" that we see include: <br /> 1. Land use issues <br /> 2. Environmental issues <br /> 3. Street and utility issues <br /> 4. Grading and drainage issues <br /> 5. Park and recreation issues <br /> 6. Miscellaneous issues <br /> There are many unresolved concerns involved in each of these categories and <br /> staff believes it will be beneficial to stop after the presentation on each <br /> category and discuss the issues being raised with the Commission and <br /> developers. Once direction is received from the Commission on the issues <br /> being raised, then staff will move on and present information under the next <br /> "broad category". Following the presentation and discussion on all of the <br /> categories associated with this development project, it is then appropriate to <br /> open the public hearing for comments. <br /> • <br /> With City Planner, Steve Ach having left the city, I have requested that City <br /> Engineer, Terry Maurer take the lead in presenting staff's position to both <br /> the Planning Commission and City Council. Please see the attached detailed <br /> reports from Terry Maurer, Assistant City Planner, Scott Harlicker, and <br /> Planner, Steve Wensman on the issues and recommendations for this project. <br /> Some of the most important issues that need to be reviewed relate to the land <br /> use category. Staff is sincerely concerned about the density in this proposal, <br /> especially in the townhouse area in the southeast and southwest corners of <br /> the plat along County Road 12. From a simplistic approach, it appears that <br /> the townhouse density issue can be addressed by one of two ways. Either the <br /> actual number of units in the area proposed can be reduced or some single <br /> family residential lots along County Road 12 can be removed and the <br /> townhouses spread out into this area. The density issue is also a design issue <br /> and I believe the Police Department has some concerns regarding the layout <br /> being proposed and the ability to see what is going on in these neighborhoods <br /> while on patrol. At the staff level, the density issue is one of the biggest land <br /> use concerns we have with this proposal. <br /> • <br />
