• Mr. Pat Klaers <br /> July 10, 1998 <br /> Page 9 <br /> The Municipal Utilities has a new policy stating that all cul-de-sacs need to <br /> have watermain loops, and that where loops are accomplished through rear <br /> or yards, a 40-foot easement needs to be provided. The old policy required a <br /> 20-foot easement. The submitted preliminary plat does not provide these <br /> necessary easements. Providing these easements will likely result in some <br /> loss of lots on the cul-de-sacs. We will work with the Developer to ensure <br /> that the policies of the Elk River Municipal Utilities are met. <br /> As each phase moves forward, the plans and specifications will be reviewed <br /> for hydrant locations, valve locations, trunk watermain alignments, and to <br /> ensure that the design meets the specifications and design criteria of the City <br /> and the Municipal Utilities. <br /> I will be available at the July 14, 1998 Planning Commission meeting to present these <br /> comments and answer any questions that may arise. <br /> Sincerely, <br /> • Howard R.
