• Mr. Pat Klaers <br /> July 10, 1998 <br /> Page 8 <br /> ■ Watermain <br /> Trunk watermain will be looped throughout the development. The issue was <br /> raised and reviewed by staff as to when does the trunk watermain loop along <br /> Street R and Street A from the southwest corner to the northwest corner need <br /> to be completed. It was the Fire Chief's opinion that due to the density of the <br /> townhouse units in the southwest corner of the development, the watermain <br /> loop needed to be completed with the first phase of the development to <br /> ensure that adequate fire fighting capacity was available. <br /> E. GRADING AND DRAINAGE ISSUES <br /> • Mass Grading <br /> We have worked with the Developer's engineer over the past year and a half <br /> to establish criteria relative to mass grading of the site. These criteria <br /> consisted of things such as maximum slopes, minimum area out of the rear of <br /> the house to create a backyard, and the cross-yard drainage. We believe <br /> that the current preliminary grading and erosion control plan does a good job <br /> of addressing these issues. As each phase of the project moves forward, a <br /> • <br /> more detailed and larger scale grading and erosion control plan will be <br /> prepared and reviewed by staff. At that time, we will be able to review in <br /> detail these issues on each particular lot. It is our understanding that the <br /> grading of this project will be phase by phase, and only go outside phase <br /> boundaries to generate additional fill material if needed, or dispose of excess <br /> generated. <br /> • Drainage Plan <br /> No storm drainage calculations have been submitted at this time. However, <br /> we have had lengthy discussions with the Developer's engineer about the <br /> calculation method we will look for. The concept that has been laid out <br /> shows all storm drainage flowing either westerly, to the regional pond, or <br /> easterly, to Trott Brook. Sedimentation ponds are shown for all storm <br /> drainage prior to discharge into the internal wetlands. We believe the <br /> concept of storm drainage shown on the plans is acceptable. Once the <br /> overall concept of the plat layout is approved by the Planning Commission, <br /> storm drainage calculations can be prepared and submitted for review. <br /> The City constructed a large storm sewer project several years ago, that <br /> outlets from the regional pond located in Outlot A, south under CSAH 12. <br /> The Developers of Trott Brook Farms will be asked to pay a pro rata share for <br /> this construction, since this will be the outlet for a portion of their storm <br /> drainage. <br /> • <br /> Howarc R.
