Memo to Planning Commission/CU 99-23 <br /> June 22, 1999 <br /> Page 2 <br /> • Woodland Trails Park Concept Plans <br /> As part of the Woodland Trails Park concept plan, a picnic shelter is proposed <br /> for the hilltop near the parking lot and adjacent the golf course. From the <br /> proposed picnic shelter, there will be an unobstructed to the proposed <br /> Country Club maintenance building. As originally proposed, the location of <br /> the access drive to the proposed Country Club maintenance building would <br /> disturb a large hillside that provides a natural buffer and blocks views of the <br /> golf course from the park entrance drive and parking lot. The proposed <br /> location of the access drive would also conflict with the ski club and high <br /> school cross country races. <br /> In response to the original proposal, staff met with Country Club <br /> representatives and presented several options to them that would keep the <br /> maintenance building in roughly the same area as it is now and eliminate <br /> some of the perceived problems with the proposal. From the meeting, staff <br /> learned that the proposed location of the maintenance building was one of <br /> three site options and was chosen because of its somewhat hidden location <br /> better proximity and access to the golf course for mowing and maintenance, <br /> and greater separation from golfers and high use areas. The other two <br /> locations included the existing maintenance building location and another <br /> • area south of the club house and parking lot adjacent to County Road 1. <br /> Issues <br /> Several issues that have been raised in response to the proposed location of <br /> the building and access drive include: <br /> • The use of the park entrance drive for sales calls, delivery vehicles and <br /> golf course employees. <br /> • Maintenance responsibility of a shared park entrance drive. <br /> • Security of the service road and maintenance building if accessed from the <br /> park. <br /> • Pedestrian and bicyclist safety and enjoyment of the park with increased <br /> use of the park entrance drive. <br /> • Aesthetic concerns with the location of the access drive and maintenance <br /> building in view from the park. <br /> Park and Recreation Commission Action <br /> The Park and Recreation Commission reviewed the proposal by the Elk River <br /> Country Club.
