Memo to Planning Commission/CU 99-23 <br /> June 22, 1999 <br /> Page 3 <br /> • connection of the maintenance building access drive to the Woodland Trails <br /> entrance drive and its effect on safety, road maintenance and security. <br /> A compromise plan was discussed at the Park and Recreation Commission <br /> meeting that would create an access drive parallel to the Park entrance drive <br /> and connect the access road to the maintenance building closer to County <br /> Road 1. The Park and Recreation Commission will be studying this <br /> compromise prior to the public hearing on June 22, 1999. Staff believes a <br /> compromise can be agreed upon or an alternate location for the maintenance <br /> building or access drive can be found that has less impact on the Woodland <br /> Trails Park and still serve the long term needs of the Country Club and Park. <br /> As part of any approval, staff suggests that landscape screening and berming <br /> be installed between the golf course and park to lessen the impacts of the golf <br /> course from the park. Also, the proposed "yard" area around the maintenance <br /> building appears smaller than what exists and should reflect the area that <br /> will actually be needed and used. <br /> Recommendation <br /> Staff recommends that the Planning Commission recommend approval of the <br /> ID <br /> Elk River Country Clubs request for conditional use permit with the <br /> following conditions: <br /> 1. THAT A LANDSCAPING AND BERMING PLAN BE PREPAIRED AND <br /> APPROVED BY THE PARK AND RECREATION COMMISSION AND CITY <br /> STAFF. <br /> 2. THAT THE SITE PLAN SHOW A"YARD AREA"AROUND THE MAINTENANCE <br /> BUILDING THAT ACCURATELY REFLECTS THE AREA PROPOSED TO BE <br /> USED. <br /> 3. THAT THE ACCESS DRIVE TO THE MAINTENANCE BUILDING BE GATED <br /> AND LOCKED WHEN THE GOLF COURSE IS CLOSED. <br /> 4. THAT THE ACCESS DRIVE BE SIGNED FOR GOLF COURSE EMPLOYEES <br /> ONLY. <br /> 5. THAT THE MAINTENANCE OF THE PARK ENTRANCE ROAD BE <br /> MAINTAINED BY THE CITY AND THAT THE GOLF COURSE SHARE IN THE <br /> EXPENSES OF MAINTENANCE. <br /> 6. THAT AN EASEMENT BE PLACED OVER PARK PROPERTY FOR THE USE OF <br /> THE GOLF COURSE THAT INCLUDES THE EXISTING DRIVING RANGE AND <br /> PROPOSED ACCESS ROAD ONLY,AND THAT THE USE OF THE EASEMENT <br /> BE LIMITED TO THE USE AS A DRIVING RANGE AND ACCESS TO THE <br /> MAINTENANCE BUILDING AND THAT ANY GRADING IN THE AREA SHALL <br /> • BE SUBJECT TO PARK AND RECREATION COMMISSION APPROVAL. <br /> f:\shrdoc\planning\stevewen\pcmmo\cu99-23.doe <br />
