<br /> <br />council Minutes <br />August 5~ 1985 <br />Page Three <br /> <br /> <br />. <br /> <br /> <br />Myor Hinkle closed the public hearing. <br /> <br />Councilmember Williams questioned Mr. Gagne as to whether the heavy equipment could <br />come in off of Highway 10 instead of County Road 30. Mr. Gagne, the developer, in- <br />dicated that there would be no problem with this. Rick Breezee, the Building and <br />Zoning Administrator stated that there would be only a few days where heavy equip- <br />ment would be needed and felt it would not create a problem on County Road #30. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE SANDPIPER PRELIMINARY PLAT WITH THE <br />FOLLOWING CONDITIONS: <br /> <br />1. THAT A DEVELOPER'S AGREEMENT BE ENTERED INTO PRIOR TO FINAL PLAT APPROVAL. <br /> <br />2. THAT ALL FEES REGARDING THE DEVELOPER'S AGREEMENT, CITY STAFF FEES AND A 10% <br />PARK DEDICATION FEE BE PAIDPRIO:R.LTO FINAL APPROVAL. <br /> <br />3. THAT TERRY MAURER, THE CITY ENGINEER, REVIEW AND INSPECT ALL ROAD CONSTRUCTION <br />WITHIN THE SUBDIVISION. <br /> <br />4. THAT THE FIRST PHASE OF THE PLAT CONSIST OF 19 LOTS AND THE CONSTRUCTION OF <br />NAPLES STREET NW., AND CUL-DE-SACS FOR 182nd AND l83rd OR BARRIES BE PROVIDED. <br /> <br />5. BEFORE CONSTRUCTION OF PHASE TWO IS TO COMMENCE, FINAL PLAT PROCEDURES AND <br />ENGINEERING AND INSPECTIONS BE DONE FOR THE ROAD CONSTRUCTION IN PHASE 2. <br /> <br />COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />7. Consideration of Resolution Accepting Bids and Authorizing Ridgewood Estates <br />Bituminous Overlay <br /> <br />The City Administrator indicated that the bids for the Ridgewood Biduminous Street. <br />Overlay were opened on August 5, 1985, at 10:00 a.m. at City Hall. The City Admin- <br />istrator further indicated that the apparent low bidder was Buffalo Bituminous at <br />$54,748.50. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO ADOPT RESOLUTION 85-33 FOR PROJECT 1985-1 BITUMINOUS <br />OVERLAY STREET FOR RIDGEWOOD ADDITIONS ONE, TWO AND THREE. COUNCILMEMBER GUNKEL <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />Councilmember Gunkel questioned the problem areas regarding the drainage. The <br />Street Superintendent, Phil Hals, stated that he and Terry Maurer, the City's <br />Consulting Engineer had looked at the problem and would be taking care of the drain- <br />age problem areas in Ridgewood Additions one, two, and three. <br /> <br />8. <br /> <br />Consideration of School Street Sanitary Sewer Project Feasibility Study <br /> <br />Terry Maurer, the City's Consulting Engineer indicated that a financing section had <br />been added to the feasibility study for sanitary sewer improvements on School Street. <br />Terry Maurer further indicated that they were proposing was a usage assessment approach <br />which. would mean the people would pay based on acreage and what could be developed <br />on the property. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE RESOLUTION 85-34 ORDERING THE PREPARATION OF <br />THE FEASIBILITY STUDY ON THE SANITARY SEWER IMPROVEMENT PROJECT ON SCHOOL STREET. <br />COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. <br />
