Councilmember Williams questioned Mr. Gagne as to whether the heavy equipment could come in off of Highway 10 instead of County Road 30. Mr. Gagne, the developer, in- dicated that there would be no problem with this. Rick Breezee, the Building and Zoning Administrator stated that there would be only a few days where heavy equip- ment would be needed and felt it would not create a problem on County Road #30. COUNCILMEMBER SCHULDT MOVED TO APPROVE THE SANDPIPER PRELIMINARY PLAT WITH THE FOLLOWING CONDITIONS: 1. THAT A DEVELOPER'S AGREEMENT BE ENTERED INTO PRIOR TO FINAL PLAT APPROVAL. 2. THAT ALL FEES REGARDING THE DEVELOPER'S AGREEMENT, CITY STAFF FEES AND A 10% PARK DEDICATION FEE BE PAIDPRIO:R.LTO FINAL APPROVAL. 3. THAT TERRY MAURER, THE CITY ENGINEER, REVIEW AND INSPECT ALL ROAD CONSTRUCTION WITHIN THE SUBDIVISION. 4. THAT THE FIRST PHASE OF THE PLAT CONSIST OF 19 LOTS AND THE CONSTRUCTION OF NAPLES STREET NW., AND CUL-DE-SACS FOR 182nd AND l83rd OR BARRIES BE PROVIDED. 5. BEFORE CONSTRUCTION OF PHASE TWO IS TO COMMENCE, FINAL PLAT PROCEDURES AND ENGINEERING AND INSPECTIONS BE DONE FOR THE ROAD CONSTRUCTION IN PHASE 2. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. 7. Consideration of Resolution Accepting Bids and Authorizing Ridgewood Estates Bituminous Overlay The City Administrator indicated that the bids for the Ridgewood Biduminous Street. Overlay were opened on August 5, 1985, at 10:00 a.m. at City Hall. The City Admin- istrator further indicated that the apparent low bidder was Buffalo Bituminous at $54,748.50. COUNCILMEMBER ENGSTROM MOVED TO ADOPT RESOLUTION 85-33 FOR PROJECT 1985-1 BITUMINOUS OVERLAY STREET FOR RIDGEWOOD ADDITIONS ONE, TWO AND THREE. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. Councilmember Gunkel questioned the problem areas regarding the drainage. The Street Superintendent, Phil Hals, stated that he and Terry Maurer, the City's Consulting Engineer had looked at the problem and would be taking care of the drain- age problem areas in Ridgewood Additions one, two, and three. 8. Consideration of School Street Sanitary Sewer Project Feasibility Study Terry Maurer, the City's Consulting Engineer indicated that a financing section had been added to the feasibility study for sanitary sewer improvements on School Street. Terry Maurer further indicated that they were proposing was a usage assessment approach which. would mean the people would pay based on acreage and what could be developed on the property. COUNCILMEMBER GUNKEL MOVED TO APPROVE RESOLUTION 85-34 ORDERING THE PREPARATION OF THE FEASIBILITY STUDY ON THE SANITARY SEWER IMPROVEMENT PROJECT ON SCHOOL STREET. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0.
