Consideration of Staff Report on County Road #30 <br /> <br />Tom Bublitz, the City Administrator indicated that the concern over County Road <br />30 was the result of a discussion regarding Sandpiper plat. The City Administrator <br />indicated that he had a meeting with Phil Hals, the City's Street Superintendent, <br />Terry Maurer, Consulting Engineer, and Russ Machinsky, the County Highway Engineer. <br />The City Administrator stated the Russ Machinsky had indicated that the County had <br />no specific plans for County Road 30, but they were aware of the situation and were <br />waiting for the City to act on the upgrading of Main Street so that they could poss- <br />ibly get joint bids. <br /> <br />Discussion was held regarding the letter to the Mayor and City Council dated July 29, <br />1985, from Terry Maurer, of Maier, Stewart and Associates, the City's Consulting <br />Engineer. Discussion was also held on whether or not a feasibility study had been <br />done on the Main Street Bridge. It was indicated that up to this time there had <br />been no action taken regarding the bridge on Main Street. Funding of the bridge <br />was also discussed. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO ORDER A FEASIBILITY STUDY FOR THE MAIN STREET BRIDGE. <br />COUNCILMEMBER ENGSTROM SECONDED THE MOTION. <br /> <br />At this time discussion was held on whether or not the downtown merchants would like <br />a break in the construction. It was stated that the merchants could get this break <br />by delaying the east end construction on Main Street for a year and doing the west <br />end first. <br /> <br />It was the general consensus of the City Council that the City Administrator should <br />take a poll of the downtown retailers as to whether or not they would like to wait <br />a year before upgrading East Main Street. <br /> <br />THE MOTION CARRIED 4-0. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO ORDER A FEASIBILITY STUDY ON MAIN STREET. COUNCIL- <br />MEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />6. Preliminary Plat Review for Sandpiper Estates <br /> <br />Mayor Hinkle stated that this public hearing was continued from the July 15, 1985 <br />City Council meeting. Mayor Hinkle indicated that the reason for the continuation <br />was so that the City Council and the City Staff could take a look at the condition <br />and the possibility of upgrading County Road #30. <br /> <br />Dennis Taylor was present representing the Sandpiper plat and stated that nothing <br />had changed on the plat from the last City Council meeting. He further stated that <br />phase one on the east side of the plat would consist of 19 lots and that phase two <br />would be started in one or two years. <br /> <br />Mayor Hinkle reopened the public hearing. <br /> <br />Penny Kline a neighboring resident was present seeking informatiqn regarding the <br />Sandpiper plat. <br />
