City Council Minutes June 3~ 1985 Page Five 9. Police Officer Position COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE THE APPOINTMENT OF MR. JAMES WILSON FOR THE POSITION OF POLICE OFFICER AS RECOMMENDED BY CHIEF ZERWAS. COUNCILMEMBER SCHULDT SECOND THE MOTION. THE MOTION PASSED 4-0. 9~. Berthold Moritz Administrative Subdivision Mr. Rick Breezee reviewed the request by Mr. Berthold Moritz to subdivide a parcel of property approximately 40 acres in 4 separate parcels. Mr. Breezee further indicated that Mr. Moritz property was located north on County Road 33 east of Twin Lakes Road. Mayor Hinkle openedithe public hearing. No one spoke for or in opposition of the proposed administrative subd~vision. Mayor Hinkle closed the public hearing. COUNCILMEMBER GUNKEL MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION AS PRESENTED. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. 10. Flag Pole Mr. Rick Breezee reviewed the memorandum presented to the City Council by Mr. Phil Hals, Street Superintendent, regarding the design for the flag pole base in the Jackson Square Park. Mr. Breezee indicated that the total figure of $2,000 for the base could be lowered if City personnel did most of the work. Discussion was carried on by the City Council regarding the concept, costs, etc. COUNCILMEMBER GUNKEL MOVED TO APPROVE THE FLAG POLE BASE PLAN AND AUTHORIZE COMPLETION OF THE PROJECT. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. 11. Review of the Star Cities Program Mayor Hinkle indicated that he has received confirmation from the State of Minnesota that Elk River has been given the Star Cities designation. Tom Bublitz, City Administrator, indicated that he would be attending a meeting in St. Paul for representatives of the 28 Star Cities in Minnesota with the Department of Economic Development. He further indicated that the City Council would need to authorize the expenditure of not more than $750.00 to participate in the advertising campaign to be conducted to promote the Star Cities. Discussion was carried on regarding highway signs and pins that may be purchased with the Star Cities Logo. Administrator Bublitz indicated that the cost of the pins was $2.50 each, and that 18" x 30" highway signs may be purchased for $33.75 or $67.50 with installation. COUNCILMEMBER ENGSTROM MOVED TO AUTHORIZE THE PURCHASE OF FOUR STAR CITIES HIGHWAY SIGNS, 18 INCHES BY 30 INCHES AT A COST OF $33.75 EACH AND THAT THE SIGNS BE PLACED ON THE EAST AND WEST HIGHWAY #10 ENTRANCES TO THE CITY, THE HIGHWAY #169 SOUTHBOUND ENTRANCE AND THE NORTHBOUID HIGHWAY #101 ENTRANCE TO THE CITY, AND THAT ONE STAR CITIES LAPEL PIN BE PURCHASED FOR EACH OF THE COUNCILMEMBERS AND CITY ADMINISTRATOR AT A COST OF $2.50 PER PIN. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0.
