JAMES WILSON FOR THE <br />POSITION OF POLICE OFFICER AS RECOMMENDED BY CHIEF ZERWAS. COUNCILMEMBER SCHULDT <br />SECOND THE MOTION. THE MOTION PASSED 4-0. <br /> <br />9~. Berthold Moritz Administrative Subdivision <br /> <br />Mr. Rick Breezee reviewed the request by Mr. Berthold Moritz to subdivide a parcel of <br />property approximately 40 acres in 4 separate parcels. Mr. Breezee further indicated <br />that Mr. Moritz property was located north on County Road 33 east of Twin Lakes Road. <br /> <br />Mayor Hinkle openedithe public hearing. No one spoke for or in opposition of the <br />proposed administrative subd~vision. <br /> <br />Mayor Hinkle closed the public hearing. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION AS PRESENTED. <br />COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />10. Flag Pole <br /> <br />Mr. Rick Breezee reviewed the memorandum presented to the City Council by Mr. Phil Hals, <br />Street Superintendent, regarding the design for the flag pole base in the Jackson <br />Square Park. Mr. Breezee indicated that the total figure of $2,000 for the base could <br />be lowered if City personnel did most of the work. <br /> <br />Discussion was carried on by the City Council regarding the concept, costs, etc. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE FLAG POLE BASE PLAN AND AUTHORIZE COMPLETION <br />OF THE PROJECT. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />11. Review of the Star Cities Program <br /> <br />Mayor Hinkle indicated that he has received confirmation from the State of Minnesota <br />that Elk River has been given the Star Cities designation. <br /> <br />Tom Bublitz, City Administrator, indicated that he would be attending a meeting in <br />St. Paul for representatives of the 28 Star Cities in Minnesota with the Department <br />of Economic Development. He further indicated that the City Council would need to <br />authorize the expenditure of not more than $750.00 to participate in the advertising <br />campaign to be conducted to promote the Star Cities. <br /> <br />Discussion was carried on regarding highway signs and pins that may be purchased with <br />the Star Cities Logo. Administrator Bublitz indicated that the cost of the pins was <br />$2.50 each, and that 18" x 30" highway signs may be purchased for $33.75 or $67.50 with <br />installation. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO AUTHORIZE THE PURCHASE OF FOUR STAR CITIES HIGHWAY SIGNS, <br />18 INCHES BY 30 INCHES AT A COST OF $33.75 EACH AND THAT THE SIGNS BE PLACED ON THE EAST <br />AND WEST HIGHWAY #10 ENTRANCES TO THE CITY, THE HIGHWAY #169 SOUTHBOUND ENTRANCE AND <br />THE NORTHBOUID HIGHWAY #101 ENTRANCE TO THE CITY, AND THAT ONE STAR CITIES LAPEL PIN <br />BE PURCHASED FOR EACH OF THE COUNCILMEMBERS AND CITY ADMINISTRATOR AT A COST OF $2.50 <br />PER PIN. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. <br />
