<br /> <br /> <br /> <br />City Council Minutes <br />June 3, 1985 <br />Page Three <br /> <br />., <br /> <br />Mr. John Griese stated that he felt that the prov~s~on for change in a planned unit <br />development was necessary, in that a planned unit development is just that; a plan <br />for development and that the developer cannot anticipate what the specific needs of <br />a City are going to be at the onset of the process, and must be dealt with as the PUD <br />actually develops. <br /> <br />Mayor Hinkel opened the public hearing, and asked for comments from the City Council. <br /> <br />Councilmember Gunkel indicated that she was not in favor of more changes in the PUD, <br />but that in this case, she fel t the intent of the exclusion of auto service cente.rs <br />in the original PUD agreement was to prevent gas stations with auto repair from being <br />allowed in the PUD. <br /> <br />Councilmember Engstrom indicated that he was in agreement with Councilmember Gunkel <br />arid that as far as the issue of the subdivision of the property on which the Goodyear <br />Service Center would be located, he felt since a larger store such as K-Mart or Menards <br />has not shown an interest in the larger parcel as it now stands, that it was only logi- <br />cal to break it down into smaller parcels that would be practical for smaller businesses <br />to occupy. <br /> <br />Rick Breezee indicated that it was his opinion that the plan as presented was a better <br />plan and that the Council would have the opportunity to address the actual site for <br />the Goodyear Auto Service Center in regard to signing, utilities, hours of operation, <br />landscaping, etc. in the site plan review. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE PRELIMINARY AND FINAL PLAT FOR THE REPLAT <br />OF LOT 7, BLOCK 2, ELK RIVER PLAZA TO ELK RIVER PLAZA 2ND ADDITION. COUNCILMEMBER <br />ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />Councilmember Gunkel indicated that now that the Council has dealt with two PUDS, she <br />felt the City Council should. consider taking a look at the PUD ordinance, and that <br />the procedures outlined in the ordinance seem somewhat out of sync with what actually <br />happens. <br /> <br />Discussion was carried on regarding the issue of adding a Goodyear Auto Service Center <br />as a permitted use in the area in question. Councilmember Engstrom indicated that he <br />felt the location for a business of this type was good. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE ADDITION OF A GOODYEAR AUTO SERVICE STORE <br />AS A PERMITTED USE FOR LOT 2 OF BLOCK 1 OF THE ELK RIVER ,PLAZA 2ND ADDITION, OF THE RE- <br />PLAT OF LOT 7, BLOCK 2 ELK RIVER PLAZA. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br /> <br />6. R. R. Renner Final Plat <br /> <br />Mr. Rick Breezee reviewed the Renner plat for the City Council and audience, stating <br />that the plat was located in the easterly portion of the C~ty limits adjacent to <br />Highw&y #10 and Jarvis and consisted of none lots. Mr. Breezee further indicated <br />that Mr. Renner planned to move his well drilling operation___from Ramf3ey to'.Elk'River. <br /> <br />The City Council expressed their feeling that they were happy to see some development <br />in this area of the City <br />
