<br /> <br />City <br />June <br />Page <br /> <br />Council Minutes <br />3, 1985 <br />Two <br /> <br />4. <br /> <br />Open Mike <br /> <br />Mr. and Mrs. Wayne Kiel were present to address the City Council regarding a request <br />to allow a mobile home to be placed on their property located on Meadowvale Road, to <br />be used as a residence for Mrs. Kiel's mother. Mr. Kiel stated that his mother-in-law <br />was elderly and needed to have someone close by for health reasons, and that she needed <br />medication five times a day. <br /> <br />Mr. Rick Breezee reviewed the City's ordinance regarding placement of mobile homes on <br />property in connection with a farm operation and that the person(s) occupying the <br />mobile home must be immediate family members of the agricultural property owner. <br />Mr. Breezee further reviewed the ordinance which allows mobile homes to be placed on <br />property as temporary resiidence while a new home is being constructed. As neither of <br />the ordinances applied in this particular instance, Mr. Breezee stated that he felt <br />that the use requested was not addressed in the ordinance and that for the Council to <br />give approval to the Kiels, they must consider the possibility of setting a precedent <br />and could expect numerous future requests of this nature. Mr. Breezee further stated <br />that he has received quite a number of requests like this in the past and that those <br />persons either split off a 2~ acre parcel to provide for a separate lot on which to <br />place a mobile home for elderly relatives. He also questioned whether or not the <br />Kiels have considered the possibility of adding on to their present home to provide <br />living quarters for this person with separate bath and kitchen facilities, so that <br />they could still be close by but allow the person the dignity of privacy. <br /> <br />Discussion was carred on regarding whether or not this was allowed in the building code. <br /> <br />Mayor Hinkle directed Rick Breezee to research this possibility. <br /> <br />5. Elk River Plaza Preliminary and Final Plat <br /> <br />Mr. John Griese and Mr. Dave Wolff were present to represent Barthel Realty regarding <br />the proposed subdivision of an approximate 45,000 square foot parcel north of Guardian <br />Angels formerly referred to as parcel F and now is Lot 7, Block 2, Elk River Plaza. <br /> <br />Mr. Breezee reviewed the proposed subdivision for the City Council and audience and <br />explained that it was further requested by Barthel to amend the Planned Unit Develop- <br />ment and Developer's Agreement to allow a Goodyear Auto Service Center in the proposed <br />subdivision, as an auto service center is not a use allowed in the agreement at the <br />present time. <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />Mr. Nick Olson, a resident in the area in question, stated that he was concerned that <br />changes were constantly being made in the PUD. Mayor Hinkle indicated to Mr. Olson <br />that is why these public hearings must be conducted, so that residents may be involved <br />in what changes may take place in a planned unit development, and asked Mr. Olson <br />whether or not he had a problem with the placement of a Goodyear Service Center in <br />the PUD in the area proposed. Mr. Olson stated that he did not have a problem with <br />the change but that he was concerned with the principle of the change itself and <br />questioned why these changes must be continually made. <br />
