Memo to the Planning Commission//CU 97--8 Page 3 <br /> April 22, 1997 <br /> • The applicant would like to be able to phase completion of the paving <br /> improvements over a two year period. They would complete the curbing and <br /> paving of the entrances this year and complete the paving of the interior <br /> areas next year. <br /> • Landscaping <br /> The applicant is proposing to plant 25 evergreen trees between the existing <br /> building and County Road 35. They are also planning on cleaning up the site <br /> by removing the existing debris and equipment that is currently found in the <br /> area between the road and the buildings, and stabilizing the drainage area <br /> along the road. There is a 50 foot electrical easement along County Road 33; <br /> all trees should be kept out of that easement. The applicant will have to • <br /> provide a landscaping plan for review and approval. <br /> Drainage <br /> The site appears to drain away from the road towards the interior of the site. <br /> The applicant should provide drainage information for review and approval <br /> by the City Engineer. <br /> County Road 33 currently has a 33 foot half right-of-way. Future <br /> • improvements to the road will likely include expanding the half right-of-way <br /> by 17 feet to 50 feet. Site improvements should take into consideration the <br /> 17 feet needed for the expansion of the right-of-way and the required 10 foot <br /> setback from the front property line. <br /> Recommendation <br /> It is recommended that the Planning Commission recommend approval of <br /> Shiely Masonry's request for a conditional use permit for the expansion on an <br /> existing block manufacturing building and the construction of a second block <br /> plant with the following conditions. <br /> 1. A landscaping plan be provided for review and approval. <br /> 2. The east entrance be paved provided with curb and gutter. The curb and <br /> gutter should be continued back to a line that is parallel to the front of the <br /> existing building and include the connection with the Plaisted facility. The <br /> paving should be extended so that it connects with the paved area currently <br /> used as employee parking and the include the area around the aggregate bins <br /> in the southeast corner of the site. <br /> 411 <br /> s:\planning\scott\cu97-8.doc <br />
