<br /> <br />.11. <br /> <br />. <br /> <br />City Council Minutes <br />February II, 1985 <br />Page Seven <br /> <br />General discussion was carried on regarding the benefits of cable communications. <br />The City Administrator indicated that one key issue to cable communications would <br />be the local programming for both the School District and the City. The City Ad- <br />ministrator indicated that the decentralization would not create additional cost, <br />it would just use the studio equipment differently. The City Administrator indicated <br />that there could possibly be three or four smaller production facilities rather <br />than one very sophisticated facility in Buffalo. <br /> <br />COUNCI~ERENGSTROM MOVED TO AUTHORIZE THE CITY ADMINISTRATOR TO TAKE THE <br />POSITION OF SUPPORTING DECENTRALIZATION AT THE CABLE COMMUNICATIONS ACCESS COM- <br />MITTEE MEETING. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />The City Administrator indicated that he recommends that the City Council appoint Mr. <br />David Flannery, Assistant Superintendent, to the Cable Communications Commission. <br />The City Administrator indicated that Mr. Flannery has been designated by the School <br />to represent the School's interest in the cable communications. The City Administra- <br />tor further indicated that he felt Mr. Flannery could best represent the City and <br />School District in the negotiating process of decentralization. The City Administra- <br />tor further indicated that he felt the City Council should establish a regular means <br />of communication with Mr. Flannery regarding the Cable Communications Commission. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPOINT MR. DAVID FLANNERY TO REPRESENT THE CITY OF <br />ELK RIVER ON THE CABLE COMMUNICATIONS COMMISSION EFFECTIVE FEBRUARY 18, 1985. <br />COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />School Resolution regarding Traffic Signalization on School Street <br /> <br />The City Administrator indicated that the School would be presenting a formal <br />resolution to the City Council requesting flashing signs on School Street when <br />children are present and also for a signal light at the intersection of Jackson <br />and School Street. <br /> <br />12. <br /> <br />Library Board Appointment <br /> <br />Councilmember Gunkel indicated that she had received a recommendation from the Friends <br />of the Library to appoint Ms. Ellie Kretsch to serve on the Library Board. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPOINT MS. ELLIE KRETSCH TO SERVE ON THE LIBRARY <br />BOARD FOR A THREE-YEAR TERM ENDING DECEMBER 31, 1987. COUNCILMEMBER SCHULDT <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />13. Administrator's Update <br /> <br />A. <br /> <br />CED Bridge Study <br /> <br />The City Administrator indicated that he had received a letter from Consulting <br />Engineers Diversified regarding the project development report and location <br />design study for the Main Street Bridge over the Elk River establishing a fee <br />for that study to be $4,100. The City Administrator indicated that the City <br />Council may not want to take action at this time regarding the study in con- <br />sideration of the possible change of engineering services. <br /> <br />It was the consensus of the City Council to table the PDR/LDS report. <br />
