Ordinance Amendment Regarding Updated Building Code - Public Hearing <br /> <br />Mr. Jim Tralle, representative of the Planning Commission, indicated that the <br />Zoning Ordinance Amendment is a formality to amend the City's current zoning ordinance <br />to provide for the enforcement of the 1980 addition of the Minnesota State Building <br />Code. Mr. Tralle indicated that at the present time the City is enforcing the 1980 <br />Edition of the Minnesota State Building Code, but the current ordinance does not <br />reflect that enforcement. <br /> <br />Mayor Hinkle opened the public hearing. No one appeared for or in opposition of the <br />zoning ordinance amendment. <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO ADOPT ORDINANCE 85-2, AN ORDINANCE AMENDING THE <br />CITY CODE REGARDING ADOPTION OF THE STATE BUILDING CODE. COUNCILMEMBER GUNKEL <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />9. <br /> <br />Ordinance Amendment Regarding Principal Uses in C-3A Zone - Public Hearing <br /> <br />Mr. Stewart Wilson, representative of the Planning Commission, indicated that the <br />ordinance amendment to the C-3A Highway Commercial district is recommended, as <br />retail grocery stores and retail new auto parts stores have not be listed as princi- <br />pal uses in a C-3A Highway Commercial district. Mr. Wilson indicated that current- <br />ly, Ron's Country Foods and the new auto parts store on Highway #10 are nonconform- <br />ing uses. Mr. Wilson indicated that the Planning Commission at their January 22, <br />1985 meeting, considered the ordinance amendment and unanimously recommended that <br />both uses be listed as a principal use in a C-3A district. <br /> <br />Mayor Hinkle opened the public hearing. No one appeared for or in opposition of the <br />ordinance amendment. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO ADOPT ORDINANCE 85-1, AN ORDINANCE AMENDI:N,G',' SECTION <br />900.12 OF THE ELK RIVER CITY CODE TO PROVIDE AS A PRINCIPAL USE IN C-3A HIGHWAY <br />COMMERCIAL DISTRICT, RETAIL GROCERY STORES AND RETAIL NEW AUTO PARTS STORES. <br />COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />10. <br /> <br />Sherburne/Wright County Cable Communications Commission Policy on Access and <br />Appointment of New Commission Representative <br /> <br />The City Administrator indicated that he would like the City Council to consider <br />a policy on cable communications access and an appointment to replace him on the <br />cable commission. The City Administrator indicated that a committee has been formed <br />regarding cable communications access. The City Administrator indicated that orig- <br />inally it was proposed that there would be one central studio located in Buffalo. <br />The City Administrator further indicated that the committee has now determined <br />that use must be readily available and therefore, it would be better to be decentral- <br />ized through the cable communications system. The City Administrator indicated that <br />the City of Elk River is very interested in the decentralization as the City <br />of Elk River is located on the far edge of the system and yet is the biggest city <br />and school district. The City Administrator indicated that as part of the decentral- <br />ization, a small studio could be established at the school and further indicated that <br />the City and School both support the decentralization. <br />
