<br />. <br /> <br />. <br /> <br />. <br /> <br />City Council Minutes <br />February 11, 1985 <br />Page Four <br /> <br />Councilmember Williams indicated that he felt the access from the Deerfield 2nd <br />Addition to the Knollwood Addition would be a definite advantage for the City. <br />Councilmember Williams further indicated that he did not feel it was the adjoining <br />property owners' responsibility as he also did not feel it was the developer's <br />responsibility in total. Councilmember Williams indicated that he felt the <br />access was necessary, that the property should be purchased from Everett Specht, <br />and the expenses should be shared between the City and the developer. <br /> <br />The City Administrator indicated that it was suggested in his memo that the con- <br />tinuous road be designated as an MSA route, therefore, MSA funds could be used for <br />purchase and the construction of that access. Mayor Hinkle indicated that he was <br />in agreement with Councilmember Williams, that is, that the City would receive a <br />definite benefit by requiring the access. <br /> <br />The City Administrator indicated that the City Council could, by. resolution, shift <br />MSA road designations, therefore, designating the 197th Avenue as an MSA road. <br />The City Administrator further indicated that the City Council could approve the <br />preliminary plat with the requirement that the developer be required to make the <br />connection from the Deerfield 2nd Addition plat to the Knollwood Addition, with <br />the intent that 197thAvenue be designated as an MSA road. <br /> <br />Mr. Sheldon Vie, the representative of Mr. Gerry Smith, indicated that he felt Mr. <br />Smith would be interested in splitting the cost of that access. <br /> <br />Discussion was carried on regarding the Soil Conservation Service's review of the <br />plat. The City Administrator indicated that the information would be available <br />to the engineer from the Soil Conservation Service office. Councilmember Schuldt <br />indicated that he was not necessarily convinced that the developer should not be <br />wholly responsible for the 700 foot access from the Deerfield 2nd Addition to the <br />Knollwood Addition. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE DEERFIELD SECOND ADDITION PRELIMINARY <br />PLAT SUBJECT TO THE FOUR CONDITIONS AS SPECIFIED IN THE CITY ADMINISTRATOR'S <br />MEMORANDUM TO THE MAYOR AND CITY COUNCIL DATED FEBRUARY 7, 1985, WITH THE DESIGNA- <br />TION OF 198TH ANb 197TH FROM OAK LANE TO TYLER STREET AS AN MSA ROAD AND WITH A <br />50/50 SHARED COST FOR THE COST OF CONSTRUCTION OF THE 700 FEET FROM THE PROPOSED <br />PLAT TO THE KNOLLWOOD ADDITION TO BE PAID FOR BETWEEN THE CITY AND THE DEVELOPER. <br />COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 3~1. COUNCILMEMBER <br />SCHULDT OPPOSED. <br /> <br />6. Purchase and Acceptance of One Ton Truck from. Elk River Ford <br /> <br />Mr. Phil Hals, Street Superintendent, indicated that on the 18th day of April, <br />1984, a one ton Ford Truck was ordered from Elk River Ford. Mr. Hals indicated <br />that due to manufacturing problems, Ford Motors was not able to build the truck as <br />a 1984 model and therefore, built it as a 1985 model. Mr. Hals further indicated <br />that the truck was received by Elk River Ford approximately 2 weeks ago and the net <br />change in the price of the 1985 model is $528.38 more to the City. <br />
