<br /> <br /> <br />. <br /> <br />City Council Minutes <br />February 11. 1985 <br />Page Three <br /> <br />Mr. Douglas Waletzko indicated that he was a property owner parallel to the pro- <br />jected extension of 197th to the Knollwood Addition. Mr. Waletzko indicated that he <br />would not want to pay for an assessment to extend 197th as the extension would not <br />provide benefit to his property. <br /> <br />Mr. Sheldon Vie, representing Mr. Gerry Smith, indicated that originally the plat <br />was proposed with a cul-de-sac at 197th Avenue and further indicated that Mr. <br />Smith would prefer the cul-de-sac rather than the extension of 197th to the Knoll- <br />wood Addition. <br /> <br />Mr. Dave Burandt, a resident in the area indicated that he felt the road should be <br />constructed through to the Knollwood Addition and that the developer should pay <br />for that extension. <br /> <br />Mr. Jim Tralle, Planning Commission representative, indicated that the Planning <br />Commission felt the City was in need of the proposed east-west through street, and <br />therefore. the City should require it as a part of the plat. Mr. Tralle indicated <br />that he felt the City should not be responsible for the construction of the extension <br />nor should ,thee adjacent property owners. <br /> <br />General discussion was carried on regarding the 66' by 700' of property Everett <br />Specht owns between the proposed Deerfield 2nd Addition plat and the Knollwood <br />Addition. The City Administrator indicated that it was not unusual for a city to <br />request a developer to build a road outside of the proposed plat to connect up the <br />proposed plat with another development. The City Administrator further indicated <br />that he felt is was in the City's best interest to have that access from the pro- <br />posed Deerfield 2nd addition plat to the Knollwood Addition, and therefore, it was <br />his recommendation that if the property owner was not willing to sell the property, <br />the City should consider condemnation to have that east-west access. The City Ad- <br />ministrator further indicated that he felt the developer should pay for those <br />condemnation costs. <br /> <br />Mr. Jim Rossman of Christian Realty indicated that he felt the City was asking the <br />developer for more than was necessary. specifically, 811 feet of paved road access <br />to the dedicated park land. fill around the park land, and now the 700 foot <br />access from the proposed plat to the Knollwood Addition. <br /> <br />Councilmember Engstrom indicated that the developer could give the City cash instead <br />of park land if the developer chose to do so. Councilmember Engstrom further in- <br />dicated that it was his understanding that the proposed dedicated park land was too <br />low for actual development. <br /> <br />Mr. Jim Tralle indicated that he understood the developer's position and further <br />indicated that he felt there was nothing wrong with the City's request that the <br />access to the Knollwood addition be developed and further indicated that ultimately, <br />the developer would benefit from that access. <br /> <br />Councilmember Schuldt indicated that he felt 197th Avenue should go through to the <br />Knollwood Addition, if for no other reason than emergency service. Councilmember <br />Schuldt indicated that he felt it was not the City's responsibility for that access <br />or the adjoining property owners' responsibility, and further indicated that he felt <br />it was the developer's responsibility as his development will benefit from that ac- <br />cess. <br />
