Designation of Industrial Boulevard as an MSA Road <br /> <br />The City Administrator indicated that Resolution 85-1 is a resolution establishing <br />Industrial Boulevard in the Industrial Park as a Municipal State Aid road. The <br />City Administrator indicated that in the capital improvement program, it is <br />anticipated that improvements will be made to the Industrial Park road and by desig- <br />nating the road as an MSA road, the City Council will have the option to use MSA <br />funds for the improvement of the road in the Industrial Park. <br /> <br />Mr. John Gilbertson of Consulting Engineers Diversified, indicated that the designa- <br />tion of Industrial Boulevard in the City's Industrial Park as a MSA road would <br />decrease the available mileage in the City for MSA funding. Mr. Gilbertson in- <br />dicated that 20 percent of the City's road miles are eligible for MSA designation. <br /> <br />Discussion was carried on regarding the designation of MSA roads in the City. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO ADOPT RESOLUTION 85-1, A RESOLUTION ESTABLISHING <br />INDUSTRIAL BOULEVARD IN THE CITY'S INDUSTRIAL PARK AS A MUNICIPAL STATE AID HIGHWAY. <br />COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />18. Consider Mechanical Amusement Device Licenses and Raffle License <br /> <br />A. Hagen's Super Valu <br />B. Elk River Youth Hockey <br />C. Sneaky Pete's and Elk River Youth Hockey Raffle <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE MECHANICAL AMUSEMENT DEVICE LICENSES <br />FOR HAGEN'S SUPER VALU, ELK RIVER YOUTH HOCKEY AND SNEAKY PETE'S, AND A RAFFLE <br />LICENSE FOR THE ELK RIVER YOUTH HOCKEY ASSOCIATION. COUNCILMEMBER GUNKEL SECONDED <br />THE MOTION. THE MOTION PASSED 4-0. <br /> <br />19. Pay Estimate #2 for Watermain Construction <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE PAY ESTIMATE fI2 FOR THE WATERMAIN CONSTRUCTION <br />TO LATOUR CONSTRUCTION IN THE AMOUNT OF $1,829.70. COUNCILMEMBER WILLIAMS SECONDED <br />THE MOTION. THE MOTION PASSED 4-0. <br /> <br />20. Administrator's Update <br /> <br />A. <br /> <br />City Facilities <br /> <br />Mayor Hinkle indicated that he had felt that the City Council should consider inter- <br />viewing other architects regarding the City facilities, as he felt another <br />referendum should be offered to the voters as early as March. Mayor Hinkle <br />further indicated that he has discussed with Mr. Jack Boarman the November <br />referendum and the reasons for its failure and Mr. Boarman indicated that he <br />wanted to continue his contact with the City and would do a survey of the City <br />by telephone, regarding the City facilities. Mayor Hinkle indicated that Mr. <br />Boarman indicated that he could complete a survey before the JanualiY'22nd meeting <br />
