Discussion was carried <br />Beautification Committee members from five to seven or <br />was also carried on regarding the appointment of <br />within the community to serve on the Beautification <br /> <br />Councilmember Schuldt ind cated that he would like to think about the extension of <br />the membership to the Beautification Committee and of persons that he would like <br />to appoint to that committee. <br /> <br />Councilmember Gunkel indicated that the City Council could consider extending the <br />membership and yet they would not all have to be voting members. <br /> <br />It was the consensus that the City Council would consider extending the membership <br />of the Beautification Committee and reconsider further appointments at their <br />next regularly scheduled City Council meeting. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO REAPPOINT MR. JIM BREDECK AND MR. MAG JOHNSON TO <br />THE BEAUTIFICATION COMMITTEE. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE <br />MOTION PASSED 3-1. COUNCILMEMBER GUNKEL OPPOSED. <br /> <br />15. League Legislative Policies and Conference <br /> <br />Mayor Hinkle indicated that the League of Minnesot Cities 1985 Legislative Action <br />Conference is scheduled for January 29th and 30th in St. Paul. Mayor Hinkle <br />indicated that the conference is scheduled to review and consider legislative <br />policies for the League of Minnesota Cities for 1985. Mayor Hinkle further indi- <br />cated that he and Councilmember Gunkel serve on the League Conference planning <br />committee and will be in St. Paul on that day, therefore, they will plan on attend- <br />ing the legislative action conference meeting. <br /> <br />Discussion was carried on regarding the local government aid formula as proposed <br />by the League of Minnesota Cities. Mayor Hinkle indicated that the City of Elk <br />River will gain on almost every proposal as the local government aid for the City <br />of Elk River is very low. <br /> <br />It was the consensus that three members of the City Council and staff will attend <br />the League Conference. <br /> <br />16. Minnesota Pipeline Company EAW <br /> <br />Mayor Hinkle indicated that the City of Elk River has received a copy of an environ- <br />mental assessment worksheet from the State Planning Committee regarding a pipeline <br />project proposed to pass through the northeast corner of the City of Elk River. <br />Mayor Hinkle indicated that in order for the pipeline to be constructed and to <br />cross a City road, the pipeline company needs to obtain a permit from the City. <br />Mayor Hinkle indicated that the environmental assessment worksheet is presented to <br />the City, should the City want to provide comment on the project. Mayor Hinkle <br />further indicated that the new pipeline is proposed to be laid parallel to the pipe- <br />line that is currently there and further indicated that the pipeline will only <br />affect two property owners in the City of Elk River. <br />
