Mayor Hinkle <br />further indicated that Mr. Don Schumacher has indicated that he does not wish to <br />be reappointed to a five-year term on the HRA. Mayor Hinkle further indicated <br />that he would like to see a member from the Planning Commission and a member from <br />the City Council be appointed to the HRA. <br /> <br />Councilmember Schuldt indicated that he felt is was appropriate to have a member <br />from the Planning Commission serve on the HRA and suggested that the appointment <br />be discussed with the Planning Commission members to see who would be willing to <br />serve on the HRA. The HRA and its powers by statute were discussed. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPOINT COUNCILMEMBER GUNKEL TO THE HRA FOR A FIVE- <br />YEAR TERM EFFECTIVE JANUARY 1, 1985. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br /> <br />12. Planning Commission Appointments <br /> <br />Mayor Hinkle indicated that terms of Bob Oster, Stewart Wilson and Mary Temple have <br />expired December 31, 1984, and further indicated that each of the Planning Com- <br />mission members wished to continue their positions on the Planning Commission. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPOINT MR. BOB OSTER, MR. STEWART WILSON AND MS. <br />MARY TEMPLE TO THE PLANNING COMMISSION FOR THREE (3) YEAR TERMS BEGINNING JANUARY 1, <br />1985. COUNCILMMEBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />13. Library Board Appointments <br /> <br />Y~yorHinkle indicated that the terms of Norma Coleman, Betty Zehringer and John <br />Nohr have expired on December 31, 1984. Mayor Hinkle indicated that Ms. Betty <br />Zehringer and Norma Coleman have expressed their interest in serving on the Library <br />Board again. <br /> <br />Discussion was carried on regarding the Library Board members' duties and their <br />communication between the Friends of the Library. <br /> <br />It was the consensus that the City Administrator would research the bylaws of the <br />Library Board and report to the City Council for their discussion. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPOINT MS. BETTY ZEHRINGER AND NORMA COLEMAN TO THE <br />LIBRARY BOARD. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />14. Beautification Committee Appointments <br /> <br />Mayor Hinkle indicated that he had formed the Beautification Committee to solicit <br />help to clean up unsightly areas in the City, to provide plantings in the City <br />and to generally take on projects to make the City more attractive. Mayor Hinkle <br />indicated that the Beautification Committee has not accomplished what it was set <br />out to accomplish and therefore, he is suggesting that the City Council extend the <br />membership of the committee to other service organizations, for example, the 4-H <br />Club, the Boy Scouts, Demolay or other groups. Mayor Hinkle indicated that he had <br />four people that he would like the City Council to consider for appointment to the <br />Beautification Committee. Mayor Hinkle indicated that those people were Joyce <br />
