The City should begin discussions with Sherburne County and Wright <br /> • County to promote a regional approach to park development, <br /> particularly along the Mississippi River in areas such as the Houlton <br /> Farms. <br /> EXISTING POLICIES <br /> 1. The Comprehensive Plan for the City of Elk River established goals <br /> and objectives for parks and recreation. The goals and corresponding <br /> policies for each goal are listed in the Introduction to the Master Park <br /> and Recreation Plan. <br /> 2. City of Elk River- Shelter Reservation Policies (attached). <br /> RECOMMENDATIONS <br /> 1. The City should refine its policies to assist in implementing the Master <br /> Park and Recreation Plan. These policies can be implemented over <br /> time as it becomes necessary to address each issue in more detail. <br /> The general policies listed in the Plan should be used as a framework <br /> for the detailed policies. <br /> 2. Although the rules and regulations for parks and recreation use <br /> should be defined as much as possible through an ordinance, there will <br /> be various policies that will be required to supplement the ordinance <br /> and to address issues that may require occasional change. <br /> 3. The City should develop policies addressing issues that arise with the <br /> various organizations that provide recreation services. The City should <br /> coordinate the policies of the various organizations so that there is a <br /> consistent approach to park and recreation management, maintenance <br /> and administration. <br /> 121 <br />
