14. RESOLUTION 94-28, a resolution regarding matching funds for <br /> • City (ISTEA). <br /> 15. RESOLUTION 95-2, a resolution in support of the 1995 Federal <br /> ISTEA Grant Application. <br /> 16. ORDINANCE 95-15, an ordinance amending Section 1008 of the City <br /> of Elk River Zoning Ordinance. <br /> RECOMMENDATIONS: <br /> 1. The City should refine ordinances regulating park and recreation use. <br /> The ordinance should address park hours, use permits, motorized <br /> vehicles, littering, camping, fishing, boating, animal control,trail use, <br /> swimming, alcoholic beverages and special activities. <br /> 2. The City should review current zoning ordinances and categories, <br /> particularly in relationship to the need for conservancy park sites <br /> and the preservation of unique landscapes. <br /> EXISTING JOINT POWERS AGREEMENTS <br /> 1. Joint Powers Agreement was made between the City of Elk River, <br /> other local governments and the Elk River School District in early <br /> 1992. This agreement set up the Community Recreation Board to <br /> facilitate recreation programming throughout the school district. <br /> RECOMMENDATIONS <br /> 1. The City should negotiate an agreement with the utility companies for <br /> recreational use of the utility corridors. <br /> 2. The City should negotiate an agreement with Sherburne County for <br /> use of public right-of-way or roadway for biking and hiking trails. <br /> 3. The City should negotiate an agreement with the State of Minnesota <br /> for biking and hiking trails through Babcock State Park and adjacent <br /> highway property. <br /> 4. The City should negotiate agreements with adjacent communities and <br /> agencies (such as Kelly Farm)to develop coordinated trail systems <br /> that are regional in character. <br /> 11, <br /> 120 <br />
