The exit drive from the drive up windows to the private road <br /> • intersects at an angle less than 90° rather than a preferred 90 <br /> degree intersection. Furthermore, this driveway will function as <br /> an exit only, therefore it can be reduced in width to roughly 20 <br /> feet, further encouraging the one way nature of the driveway. <br /> 5. The westerly entrance drive off of Freeport Avenue should line <br /> up with the proposed driveway which will extend south of <br /> Freeport Avenue to access the Cub Foods site. The proposed <br /> driveway is close to the appropriate alignment, however it needs <br /> to be slightly adjusted so the center lines of each driveway <br /> match up. <br /> 6. The private driveway along the east side of the site actually <br /> occurs on Lot 1 of Block 1, Elk Park Center Third Addition. <br /> This driveway will provide access not only to the TCF site, but <br /> also the property to the north. With the redesigning of the <br /> parking area and providing another access point onto the <br /> private road, the road will have to be built far enough north to <br /> accommodate the traffic demands of this development. <br /> C. Landscaping <br /> • 1. The submitted landscape plan has provided adequate numbers <br /> to meet the city's zoning ordinance and requirements set forth in <br /> the Elk Park Center Planned Unit Development Agreement. <br /> However, additional. trees (conifers) may be necessary along <br /> Jackson Road to enhance the screening towards the residential <br /> area. <br /> 2. The existing trees along Jackson Road should be protected <br /> during the construction and incorporated into the final <br /> landscape plan. <br /> 3. Some of the proposed plant material should be relocated to the <br /> Freeport Avenue side of the site to provide a balance of the <br /> landscape plan. Relocating some overstory trees would satisfy <br /> staff concern. <br /> 4. A 3 to 5 foot high berm with some shrubs should be incorporated <br /> along the south side of the drive up window to help screen and <br /> soften the visual impact of this large vehicle use area.
