Those hours would include: <br /> Lobby - 9 a.m. to 7 p.m. - Monday through Friday <br /> 8 a.m. to 1 p.m. - Saturday <br /> Drive Up Window -7 a.m. to 7 p.m. - Monday through Friday <br /> 8 a.m. to 1 p.m. - Saturday <br /> Site Plan Review <br /> The Elk Park Center Planned Unit Development requires a site plan review <br /> for all new commercial development within the project. The Concept Review <br /> Committee has conducted a complete review of the proposed development <br /> plans and offer the following comments: <br /> A. Site Plan <br /> 1. All building and parking areas have been designed to meet the <br /> required setbacks as set forth in the approved development <br /> plans for Elk Park Center PUD. <br /> III B. Parking and Circulation <br /> 1. Based on the size of the financial institution and the city's <br /> parking requirements, adequate parking has been provided on <br /> site. The required number of stalls is 26 and 27 stalls have been <br /> provided. <br /> 2. The city's ordinance requires five spaces for stacking distance <br /> behind each drive up window, however, given the number of <br /> drive through lanes and the number of cars that can be serviced <br /> through the drive up lanes, staff does not believe that five <br /> stacking spaces is necessary in this case for every drive up <br /> window. <br /> 3. The parking area has been designed with a "dead end" parking <br /> area. This type of design can cause problems if all of the <br /> parking stalls are occupied and vehicles are required to turn <br /> around or back up within the parking area. A desirable solution <br /> would be to redesign the parking area to allow full access to the <br /> private road on the east side of the property, allowing full <br /> circulation to occur through the parking area. <br /> III <br />
