<br />Page 4 <br /> <br />City Council Minutes <br />December 8. 1986 <br /> <br />e <br /> <br />Councilmember Schuldt stated that he felt it is important to consider the <br />large daycare corporations in their discussions. <br /> <br />Councilmember Gunkel stated that she felt daycare facilities for less than <br />11 children should be allowed in any residential zone. and that facilities <br />for 11 or more children constitutes a business and should be considered a <br />commercial use and should be located in a commercial zone. She further <br />stated that she feels daycare for 11 children or more should require a <br />conditional use permit. <br /> <br />Councilmember Tralle stated that he would not like to see the Council <br />limit the zoning to commercial for 11 or more children. as that would <br />restrict the use of public buildings and churches from being utilized for <br />daycare. <br /> <br />Discussion was also carried on regarding a proposed addition to the St. <br />Andrew's property and whether or not a daycare facility would be allowed <br />there. <br /> <br />e <br /> <br />Discussion was carried on regarding allowing daycare facilities in all <br />zones with a conditional use permit. except industrial zones. Discussion <br />was also carried on regarding setting criteria or guidelines for daycare <br />facilities which could be used as a city policy for this issue. <br /> <br />Councilmember Gunkel stated that she did not feel it would be desireable <br />to be so general as to allow daycare in any zone with a conditional use <br />permit. She stated that she felt this could cause problems and there <br />would be great potential for precedent setting. such as if a daycare were <br />allowed in one residential neighborhood and not in another similar <br />residential setting. <br /> <br />Councilmember Schuldt expressed his concern that if a large building was <br />built for a daycare facility in a residential zone and it went out of <br />business. that it would sit empty. or that they would be pressured to <br />allow a commercial use. Councilmember Engstrom stated that it could be <br />used as a community building or a church.
