City Vehicles <br /> <br />COUNCILMEMBER GUNKEL MOVED APPROVAL OF THE FOLLOWING RECOMMENDATIONS REGARDING <br />CITY VEHICLES: <br /> <br />1. THAT THE 4 WHEEL DRIVE BRONCO BE TRANSFERRED FROM THE POLICE DEPARTMENT TO <br />THE BUILDING INSPECTION DEPARTMENT, EXCEPT THAT DURING WINTER STORM <br />EMERGENCIES, THE VEHICLE WILL BE UTILIZED BY THE POLICE DEPARTMENT. <br /> <br />2. THAT THE POLICE CHIEF'S UNMARKED VEHICLE BE RETAINED WITHIN THE POLICE <br />DEPARTMENT TO BE UTILIZED BY THE JUVENILE OFFICER. <br /> <br />3. THAT THE POLICE CHIEF BE AUTHORIZED A CAR ALLOWANCE OF $250 PER MONTH TO <br />COVER THE COST OF THE VEHICLE, INSURANCE AND MAINTENANCE. <br /> <br />COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION PASSED 3-2. MAYOR HINKLE <br />AND COUNCILMEMBER SCHULDT OPPOSED. <br /> <br />Councilmember Schuldt voted against the motion based on his opposition to Item <br />#3 regarding a car allowance for the Police Chief. <br /> <br />9. <br /> <br />Request for Occupancy Permits in Deerfield 3rd <br /> <br />e <br /> <br />COUNCILMEMBER GUNKEL MOVED TO DENY THE REQUEST BY MR. GERALD SMITH FOR TWENTY <br />(20) OCCUPANCY PERMITS IN THE DEERFIELD 3RD ADDITION. PRIOR TO SPRING, 1987. <br />COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION FAILED 2-3. MAYOR HINKLE, <br />COUNCILMEMBERS SCHULDT AND ENGSTROM OPPOSED. <br /> <br />Discussion was carried on regarding the developer's agreement, the completion <br />of the northerly access, completion of public improvements, and the number of <br />building and occupancy permits that should be allowed. <br /> <br />Mr. Rohlf expressed his concern that there should be no occupancy permits <br />issued for lots more than 500 feet from an access. <br /> <br />COUNCILMEMBER ENSTROM MOVED THAT NO BUILDING OR OCCUPANCY PERMITS SHALL BE <br />ISSUED FOR LOTS IN THE DEERFIELD 3RD ADDITION BEYOND 500 FEET FROM THE <br />INTERSECTIONS OF 189TH AVENUE AND ELK LANE, OR 189TH AVENUE AND BALDWIN IN <br />ACCORDANCE WITH THE CITY'S POLICY OF THE 500 FOOT LIMIT FOR LENGTH OF A CUL- <br />DE-SAC. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 3-2. <br />COUNCILMEMBERS GUNKEL AND TRALLE OPPOSED. <br /> <br />10. Discussion: Zoning Districts for Daycare <br /> <br />Mr. Klaers stated that the purpose of this discussion was to examine which <br />zoning districts are proper for the location of daycare facilities, and to <br />discuss setting criteria for the facilities. <br /> <br />e <br /> <br />Mr. Rohlf stated that the present ordinance allows daycare facilities for 10 <br />fewer children in the R3 and C3-B districts. He suggested that a zoning dis- <br />trict such as R-2 be considered for facilities for a number somewhere between <br />10 and 100 children. <br />
