• ii . The subdivider shall also submit to the City, at <br /> the time of final plat application, a title opinion or <br /> title insurance naming the City as an insured party, a <br /> copy of any restrictive covenants, and such other <br /> evidence as the City may require showing the <br /> subdivider' s title or ownership in the land to be <br /> subdivided. <br /> iii . The subdivider shall incorporate all changes and <br /> modifications in the final plat required by the <br /> Council . In all other respects, the final plat shall <br /> conform to the preliminary plat or it may be sent back <br /> to the Planning Commission and City Council for <br /> preliminary plat review. <br /> iv. The subdivider or a duly authorized <br /> representative shall attend the meeting before the <br /> Council at which the final plat is scheduled for <br /> consideration. <br /> v. The Council may, if all reports indicate full <br /> • compliance with the provisions of this chapter, <br /> including the findings required below for approval of <br /> a final plat, approve the final plat as submitted and <br /> adopt a resolution of approval . <br /> vi . The subdivider shall, if the final plat is <br /> approved by the Council and signed by all appropriate <br /> parties, record the final plat with the County <br /> Recorder' s office. <br /> vii . The subdivider shall record one mylar (1) copy of <br /> the final plat with the County that can be returned <br /> and kept as a record document by the City. <br /> D. Findings Required. The findings necessary for City <br /> Council approval of the preliminary plat and the final plat <br /> shall be as follows : <br /> i . The proposed subdivision is consistent with the <br /> Zoning Ordinance and conforms in all respects with all <br /> requirements of the Elk River Code of Ordinances <br /> including City Zoning and Subdivision Ordinances . <br /> ii . The proposed subdivision is consistent with all <br /> applicable general and specialized City, County, and <br /> 10.23 <br />
