• Mr. Steve Ach <br /> May 18, 1995 <br /> Page Two <br /> • The two major points of access for the plat are CSAH 1 on the south and <br /> Proctor Avenue (County Road 77) on the east. Given the large amount of <br /> traffic which will use these two points for ingress and egress upon full <br /> development of the area, we would recommend a slightly wider road section <br /> at these two points. Specifically, we would recommend that Upland Avenue <br /> between CSAH 1 and Rush Drive and 195th Drive between County Road <br /> 77 and Rush Drive be built to a 36-foot wide street section. This will <br /> provide for two lanes of traffic with a slightly wider shoulder area. The <br /> wider shoulder area should provide adequate space for pedestrian <br /> movements such as bicycles, or vehicle movements accessing the lots <br /> adjacent to these roads. It also provides a larger degree of safety, for <br /> instance, for persons stepping off the curb to access their mailboxes. <br /> In addition to the wider street section, we believe these two segments of <br /> road should be built with minimum 30 mile per hour horizontal and vertical <br /> curves for safe movement of the expected larger volume of traffic. This <br /> will require a redesign of the layout of Upland Avenue on the south end of <br /> • the plat where fairly sharp curves are currently proposed. <br /> These proposed road sections can easily be constructed within a 60-foot <br /> wide right-of-way. However, if a detached pathway of some kind is also <br /> proposed in these areas, consideration should be given to requiring a wide <br /> right-of-way, perhaps 70 feet, with the road slightly offset to allow more <br /> room on one side for the pathway. <br /> • This plat needs to provide access from the south boundary out to CSAH 1. <br /> The submittal documents currently do not show any construction south of <br /> the plat boundary. Additional information relative to the road access to <br /> CSAH 1 needs to be provided. <br /> • A temporary cul-de-sac should be provided on Highland Avenue at the east <br /> plat boundary, and also on the stub street coming south of 195th Drive at the <br /> south plat boundary. These temporary cul-de-sacs can either be of a gravel <br /> nature off of the plat itself with permission from the appropriate land owner, <br /> or can be a bituminous surface cul-de-sac of a smaller diameter constructed <br /> within the existing right-of-way. <br /> • The Preliminary Plat contains several outlots which should be briefly <br /> • discussed. It is our understanding that Outlot B near the access to County <br /> Road 77 is intended to be attached to the existing residential property <br /> immediately south of this plat to provide some additional buffering from the <br /> development. It is also our understanding that Outlots C and D immediately <br /> 230/258-1802.may <br />
