This is a <br /> reasonable approach since, if the right-of-way were just enlarged in this area <br /> and the landscaping placed in a wider right-of-way, the City would actually <br /> have the authority in the future to remove this landscaping. By placing it <br /> in an outlot, it will become the responsibility of the Homeowners <br /> Association. Outlot E, located in the central part of the plat, is intended as <br /> a parcel of property which in the future could be connected to the property <br /> immediately to the south when that area is developed. <br /> • An issue that needs to be dealt with regarding this plat is the status of 193rd <br /> Avenue at the south plat line. Currently, the plat shows half of the right-of- <br /> way for 193rd Avenue being platted. This causes lots in this area to become <br /> double frontage. It would seem that, when this plat and the remaining <br /> undeveloped property immediately west of County Road 77 are fully <br /> developed, there will be no need for 193rd Avenue from Upland to County <br /> Road 77. We would recommend that the need for 193rd Avenue be fully <br /> • explored and if so determined, be planned to be phased out in the future <br /> through vacation. <br /> • Consideration should be given to platting an additional access to the railroad <br /> bed pathway somewhere near the south end of the plat. This area is <br /> immediately adjacent to the Meadowvale Elementary School and may be a <br /> corridor used by pedestrians wanting to access either the pathway itself or <br /> the school property. Currently, there is one access provided for off of Rush <br /> Drive north of 195th Court. <br /> • There are at least two locations where wetlands are proposed to be filled in <br /> order to create buildable lots. These two locations would be on Lots 3 and <br /> 4, Block 2, Phase I, and Lot 40, Block 4, Phase 2 of the development. <br /> These two specific wetlands and any other that are proposed to be impacted <br /> by this development will need to go through the normal regulatory process. <br /> B. Preliminary Grading and Drainage Plan <br /> • The primary issue in reviewing the grading of this development is the status <br /> of the trees on the site. Since you have personally walked the site and are <br /> well aware of the condition of the various stands of vegetation, I will <br /> assume that your report will deal specifically with this issue.
