Consider Ordinance Amendment Regarding Animal Ordinance <br /> <br />The City Administrator <br />ordinance amendment to <br />human beings. <br /> <br />noted that the Police Chief had requested an <br />the animal ordinance relating to animals biting <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE ORDINANCE 86-14. AN ORDINANCE <br />AMENDING SECTION 502 - DOGS AND OTHER ANIMALS. SUBSECTION 10. CONFINEMENT <br />OF ANIMALS WITH HISTORY OF BITING. COUNCILMEMBER SCHULDT SECONDED THE <br />MOTION. THE MOTION PASSED 4-0. <br /> <br />6. Public Works Facility Update <br /> <br />Mr. Phil Hals. Street Superintendent. indicated that the public works <br />garage is running on schedule. He noted that the footings were in and <br />the supporting walls would be up in 8 or 9 working days. He informed the <br />Council that the City would be opening bids on Wednesday. October 22. <br />1986 regarding the other components of the building which includes the <br />roof. doors. heating. plumbing etc. <br /> <br />e <br /> <br />Discussion was held whether the building should be hooked up to City <br />water. The Street Superintendent stated this would be very expensive <br />because of the distance of the pipe and indicated he has checked into <br />having a private well. <br /> <br />Councilmember Gunkel stated that if another business were in this <br />situation and the City Council would require them to hook up to City <br />water. then the City should not treat themselves any differently and <br />should be required to hook up to City water. <br /> <br />The City Administrator noted that City Staff would look into this matter <br />further and come back to the Council before making any decisions <br />regarding this matter. <br /> <br />7. Resolution Recognizing Outstanding Performance during Gas Line Rupture <br /> <br />The City Administrator noted that he had prepared a draft resolution <br />recognizing Terry Zerwas. Fire Department and School Personnel for the <br />outstanding performance during the gas line rupture at Handke School on <br />October 6. 1986. <br /> <br />Councilmember Schuldt suggested the following changes: that the third <br />paragraph read as follows: WHEREAS. Handke Elementary School Head <br />Custodian. Terry Zerwas. took quick and decisive action in notifying <br />school authorities of the emergency and exposed himself to possible <br />danger by shutting off the boiler system and extinguishing pilot lights <br />in the kitchen stoves in an effort to reduce the possibility of an <br />explosion. <br /> <br />e <br />
