e e e REGULAR MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER PUBLIC LIBRARY MONDAY. OCTOBER 20. 1986 Members Present: Mayor Hinkle, Councilmembers Schuldt, Gunkel, Tralle and Engstrom Members Absent: None Staff Present: Pat Klaers, City Administrator; Phil Hals, Street Superintendent 1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. 2. Consideration of Council 10/20/86 Council Agenda Items lOa. MSA Resolution Regarding Elk Hills Drive, lOb. - Youth Hockey Gambling License, 10c. - Landfill License, and 10d. - Roma Tool were added to the agenda. COUNCILMEMBER TRALLE MOVED TO APPROVE THE 10/20/86 COUNCIL AGENDA AS AMENDED. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4- O. 3. Consideration of 10/13/86 City Council Minutes COUNCILMEMBER GUNKEL MOVED TO APPROVE THE OCTOBER 13. 1986 CITY COUNCIL MINUTES. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION PASSED 4- O. 4. Open Mike Jackie Schuelein, Executive Vice President of the Chamber of Commerce stated that the Chamber had taken a poll from the business community regarding the RDF Plant. Ms. Schuelein took a few minutes to review the outcome of the survey with the Council. Ms. Schuelein stated that the Governor's Design Team would be present in Elk River this weekend and explained the programs and agenda planned. Ms. Schuelein also stated that the Business Expo will be held Sunday, November 2, 1986. 8. City Hall Facility Mr. Gary Santwire presented a blueprint of the proposed building which the City would be leasing for the future City Hall. COUNCILMEMBER TRALLE MOVED TO APPROVE THE LAYOUT AS PRESENTED AND FURTHER AUTHORIZED THE CITY HALL STAFF TO FINALIZE THE PLANS FOR THE BUILDING. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0.
