ELK RIVER PLANNING COMMISSION MEET= <br /> HELD IN THE ELK RIVER PUBLIC LIBRARY <br /> November 26, 1979 <br /> 0 Members Present: Commissioner Driessen, Fox, Hinkle, Lucas, Tracy & Zabee <br /> Also Present: Herbert S. Adolphson <br /> 1 . 2a11 Meeting to Order <br /> The meeting was called to order by Commissioner Fox at 7:40 p.m. <br /> 2. Minutes <br /> The minutes from the October 22, 1979 meeting were read and approved. <br /> 3. Benda <br /> Jim Rolow's proposal for Highway 00 South, was added to the agenda. The <br /> agenda was approved. <br /> if4. Brentwood Addition Preliminary Plat <br /> Dennis Anderson and Jim Klein presented the preliminary plat for the Brentwood <br /> 4111 Addition. A profile of Lowell Street extension to the northeast, showed it to <br /> be impracticable. The staff thought that some of the vertical b7trves should <br /> be lengthened to give better sight distance and safety. Also, some of the <br /> grades should be reduced. The developer is thinking of townhouses or multi— <br /> unit dwellings for Black 4, along U.S. Highway #169. This would provide <br /> cheaper units and cash for the rest of the development. The public hearing <br /> was then opened. Les McGray, Vice President of Barton's wanted the Commissioners <br /> be aware that Barton's pit is north of this development on both sides of <br /> County Road fr33. Also, that they have land rights to the north edge of <br /> Brentwood Addition. Dennis Anderson said that Jackson and Norfolk Streets <br /> end at the north edge, toward Barton's holdings. Lot sizes averages 2- acres. <br /> They have a State Transportation Department letter in regards to sound barriers. <br /> There would be approximately 190' of woods . The public hearing was then <br /> closed. There are two street hook—ups with Ridgewood East 3rd Addition streets, <br /> one with Proctor Street and 2 with US Highway #169 that would be in line with <br /> the Hyland Hills outlet cross overs. The drainage easements are not on the <br /> plat as yet, but should not present any problems. Also, the power—lines do <br /> not present any great problems. Several lots will have some dwelling site <br /> limitations because of it. COMMISSIONER LUCAS MOVED APPROVAL OF THE PRELIMINARY <br /> PLAT FOR THE BRENTWOOD ADDITION C0MMTSSIONM TRACY SECONDED THE MOTION. <br /> ';OTION PASSED 5-0. <br /> 3. Child Care Center's Conditional Use Permit <br /> 11:::" Sandra Picha with.TJohn Gries, lawyer, Bill Taft, and Philip Kankel presented <br /> her plan for the Child Care Center at 403 Main Street. She is licensed for <br /> 22 children and could expand in time to 40 children. The existing building <br /> is 2 stories and the addition would be one story, with 1200 square feet.
