However, it continues the sidewalk through the entrance and exit <br /> from the proposed site. In reality, the concrete sidewalk will be removed in these <br /> areas and pedestrian ramps will need to be installed on either side of the entrance and <br /> exit. <br /> 3. The revised grading plan now indicates concrete curb and gutter on all areas of the <br /> site. We believe that the actual intent of the First National Bank is that the curb and <br /> gutter would be omitted from the area on the south boundary noted as future parking. <br /> Omitting the concrete curb and gutter in this area and replacing it with bituminous <br /> curbing would be acceptable given the proposed future parking to be developed in <br /> this area. All other portions of the project should contain concrete curb and gutter. <br /> 4. The revised site plan now shows two locations where storm sewer is extended into <br /> the site and terminates in a catchbasin, one along the southerly curb line and one <br /> along the northerly curb line. This is consistent with the City's desire that no <br /> drainage be directed overland onto Freeport Avenue, but that all drainage be picked <br /> up internally. We would question, however, the location and minimum number of <br /> catchbasins. There are not sufficient spot elevations to determine exactly how it is <br /> intended to get the storm runoff to these two catchbasin locations, but it is fairly <br /> obvious with just these two locations that there will be water sheeting across both <br /> parking and driving areas. This is not the most desirable method of storm sewering <br /> a site such as this. Also, both entrances and exits should contain a high point to <br /> eliminate water from sheeting out onto Freeport Avenue and to also eliminate any <br /> water from Freeport Avenue running into the site. <br /> 5. Future parking stalls are also shown on the west side of the site adjacent to Freeport <br /> Avenue and the proposed exit from the drive-thru bank. These may not be the most <br /> desirable locations for parking stalls because of potential conflicts between backing <br /> movements from the stalls and cars coming from the drive-thru to use the southerly <br /> exit point. <br /> 6. The northerly driveway to Freeport Avenue is labeled "exit only". It is <br /> approximately 14.5 feet wide, which is only wide enough for one vehicle to exit at <br /> a time. It is set up so that either a right or left turning movement could be made <br /> from this location. We would recommend that the driveway be no wider than shown <br /> on this site plan. However, this may cause problems of backups internal to the site. <br /> If a vehicle is waiting at this location to turn left, other vehicles will likely back up <br /> behind. If, in fact, the driveway were widened to allow two lanes of exiting traffic <br /> • in an effort to not delay right turn movements, it is likely that the driveway would <br /> also be used as an entrance. This would cause a significant problem on Freeport <br /> Avenue due to its close location to the intersection at 191st Street. <br /> 230/247-2201.sep <br />
