Box 490 <br /> CIVIL ENGINEERING Elk River, MN 55330 <br /> ENVIRONMENTAL RE: FIRST NATIONAL BANK SITE PLAN REVIEW <br /> MUNICIPAL Dear Mr. Ach: <br /> PLANNING As requested, we have reviewed the site plan for the proposed First National Bank facility <br /> to be located in the southeast quadrant of Freeport Avenue and 191st Street within the Elk <br /> STRUCTURAL Park Center Development. The site plan we reviewed was a revised drawing, although it did <br /> • not contain a revision date. The date of printing in the lower righthand corner of the <br /> SURVEYING drawing is September 16, 1994. The site plan was prepared by Hickey, Thorstenson, <br /> Grover, Ltd., Architects. Based on our review, we would offer the following comments: <br /> TRAFFIC <br /> 1. The site plan was revised because of two major concerns we expressed to the <br /> TRANSPORTATION architects. The first was the method which was used to prepare the grading plan, <br /> which did not take into account the existing contours, and the second dealt with storm <br /> sewers on the site. The revised grading plan still has major errors in it. As an <br /> example, in the boulevard area adjacent to 191st Street, there is a berm proposed <br /> which rises from 933 to a height of 937. Underneath this proposed berm, there is an <br /> existing 932 contour which is not adequately dealt with in the grading plan. This 932 <br /> contour cannot be left to just hang; it must be shown to wrap around the site in some <br /> manner and connect to another 932 contour. Another example of an error on the <br /> grading plan is the curb grade along the northeast area of the site. Directly northeast <br /> of the proposed drive-thru, there is a spot elevation shown on the curb of 935.0. <br /> 1326 Energy Park Drive Approximately 60 feet to the northwest and 60 feet to the southeast, there is also a <br /> St.Paul,MN 55108 935 contour which runs into the curb. This would indicate that the entire length of <br /> curb in this area is at elevation 935. In other words, the curb along here is flat and <br /> 612-644-4389 would not adequately drain. Another example of a problem with the grading plan is <br /> Fax 612-644-9446 found in the southern area shown as long range expansion. There is an existing 934 <br /> contour on the southern boundary of the property. There is also a proposed 934 <br /> .9800 Shelard Parkway contour which runs into the proposed curb. Between these two is a 932 contour <br /> which is existing and not adequately dealt with. As it is shown, this would be a low <br /> Minneapolis,MN 55441 area which would always hold water. Based on these examples of problem areas in <br /> 612 546-0432 the grading plan, we would recommend that the grading plan be revised. <br /> Fax 612-544-6398 <br /> 230/247-2201.sep <br />
