• 2 . Outlot A should be deeded to the City for drainage <br /> and utility purposes . However, the perpetual <br /> maintenance of Outlot A will be the responsibility of <br /> the developer and included as part of the development <br /> agreement. <br /> 3 . Outlot B should be deeded to the City. <br /> 4 . Drainage and utility easements on school property <br /> should be granted to the City as public. <br /> 5 . Each lot contained within the preliminary plat should <br /> be listed indicating proposed lot size. <br /> 6 . Lot 1, Block 2, may need to be revised in accordance <br /> with recommendation to redesign the area around the <br /> proposed fast food and Building D. <br /> 7 . Park Dedication will be required. Cash payment will <br /> be calculated at the time of final plat based on the <br /> City' s fee at that time. Currently, the park <br /> dedication rate is $1,500 . 00 per acre. <br /> 8 . A Developer' s Agreement will need to be prepared and <br /> executed prior to releasing the final plat for <br /> • recording. <br /> C. Site Plan <br /> 1 . Site plan should be adjusted to meet established <br /> setbacks . <br /> 2 . All parking and building setbacks have been <br /> identified by staff on a plan on record in the <br /> Planning Department. This will be presented at our <br /> 10/12/93 meeting. <br /> 3 . Concrete curb and gutter (B612) will be required <br /> throughout the parking area. However, a note should <br /> be made on the site plan acknowledging this <br /> improvement. <br /> D. Parking and Circulation <br /> 1 . According to the City's parking requirements, there <br /> appears to be a shortage of parking on the Taco Bell, <br /> Perkins, and Midas Muffler sites . The area of <br /> greatest concern is the Taco Bell and Perkins area <br /> where there appears to be no space for additional <br /> parking. <br /> • 2 . The area around Building D and the fast food parcel <br /> (Lot 8) is a concern. First of all, any access onto <br /> Freeport Avenue should align with the drive <br />
