<br />Page 4 <br /> <br />e <br /> <br />City Council Minutes <br />September 22, 1986 <br /> <br />Paul Medenwaldt of 12104 Highland Road stated he was against the <br />assessment because of the fact that there are no utilities in the area <br />and he feels these will be put in at some time and then the road will <br />have to be torn up and redone. He further indicated he felt the wells <br />in the area could possibly be contaminated from the landfill and felt <br />the wells should be tested. He further stated he felt his property <br />value would not increase by overlaying the streets. <br /> <br />Mrs. Ellen Medenwaldt stated she felt she was not properly informed of <br />the project, and stated she did not want the project to go through. <br /> <br />Mr. Joseph <br />the public <br />he would <br />feels they <br /> <br />Gutzwiller of 11834 194th Ave. NW stated that he was not at <br />hearing to voice his comments regarding the project and that <br />like it known that he feels the streets are in good shape and <br />do not need to overlay the streets in his area. <br /> <br />Mr. David Perry of 19413 Lowell questioned why each unit of land was <br />being assessed and why this was not included in the tax base of Elk <br />River. He stated he felt the road was a heavily travelled road and <br />stated he did not feel it was fair to assess just the people that lived <br />on the road. <br /> <br />e <br /> <br />Jane Titrud of 19375 Oxford stated she would like it on the records that <br />she is appealing the assessment. She further indicated the area was <br />not properly studied and felt that there were far too many problems of <br />septic systems leaking. She felt the City has not properly assessed the <br />need for a City sewer system in the area. She stated she felt the whole <br />area needs more than just roads and further that the roads can stand a <br />few more years in the current condition. <br /> <br />Mr. Jerry Meyer of 19428 Lowell St. NW stated he was not against the <br />overlay but was worried about the sewage running on the ground. <br /> <br />Counci1member Gunkel explained the reason for having an assessment <br />hearing. She indicated it was unfortunate that the people objecting to <br />the project tonight were not at the public hearing where the project was <br />ordered. She stated she felt if this many people were at the public <br />hearing opposing the project, the project may not have been ordered. <br /> <br />Mr. Richard Wolle of 11900 Highland questioned what the life span of an <br />overlay would be and also whether the City would maintain the road. He <br />also questioned whether the people would be reimbursed for the road if <br />sewer were to be installed and the road had to be redone. <br /> <br />Mr. Jim Eggen of 11961 194th Circle stated he felt the City should try <br />to work with the people that are having difficulties with their sewers. <br />He stated he did not want to see sewer put in the area. <br /> <br />e <br /> <br />Leroy Basavage of 12065 Highland Road stated the failing sewers in the <br />area should be corrected. He further stated overlaying the road would <br />be a waste of money. <br />
