Page 2 e City Council Minutes September 22. 1986 6. Adoption of Assessment Roll for Simonet Drive. 6th Lane & Xenia Ave Terry Maurer. City Engineer. reviewed the assessment roll for the public improvements which took place on Simonet Dirve. 6th Lane and Xenia Avenue. He indicated there were a total of 30 units at a base price of $8.414.96 per unit and further noted that additional expenses incurred from service lines running from the the main to the individual houses could also be an assessable item. He stated that the City is proposing that the assessment be spread over 15 years at an interest rate of 9 1/4%. Acting Mayor Schuldt opened the public hearing. Mr. Jerry McChesney stated he was having water problems since the improvement project. He stated that when the sewer project was completed the street was not put in at the same grade and slope as it was before and that because of this he was having approximately 1 1/2 times more water in his yard than before the project. The City Engineer stated that he had previously talked to Mr. McChesney regarding this matter. e Mr. The the Charles Solheim questioned City Engineer indicated that treatment plant and for water what the SAC and WAC charges were for. the charges were to defray the cost of storage. The City Engineer explained that due to changes to two properties in the assessment roster, and not being able to meet the deadline in notifying these property owners, the public hearing for the adoption of the assessment for this project would be continued until October 6, 1986. COUNCILMEMBER ENGSTROM MOVED TO CONTINUE THE PUBLIC HEARING UNTIL OCTOBER 6. 1986. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE HOTION PASSED 3-0. 7. Adoption of Assessment Roll for Improvements on School Street (Bud Houlton Terry letter stated Houlton Maurer. City Engineer. indicated that Mr. Houlton had submitted a to the City requesting water extension to his property. He he presented a change order to the School Street project and Mr. signed a Waiver to Public Hearing and Right to Object. COUNCILMEMBER TRALLE MOVED TO APPROVE RESOLUTION 86-70. A RESOLUTION ADOPTING ASSESSMENT FOR WATER MAIN IMPROVEMENTS ON SCHOOL STREET. COUNCILMEMBER GUNKEL SECONDED THE MOTION. e Councilmember Engstrom questioned the benefit the City was receiving regarding the water line and fire hydrant. The City Engineer stated the difference in the cost was $1.300 and stated the City would pick up this amount for the use of the fire hydrant and the 2" water line to the Lion's Park. THE MOTION PASSED 3-0.
