City Engineer. reviewed the assessment roll for the public <br />improvements which took place on Simonet Dirve. 6th Lane and Xenia <br />Avenue. He indicated there were a total of 30 units at a base price of <br />$8.414.96 per unit and further noted that additional expenses incurred <br />from service lines running from the the main to the individual houses <br />could also be an assessable item. He stated that the City is proposing <br />that the assessment be spread over 15 years at an interest rate of <br />9 1/4%. <br /> <br />Acting Mayor Schuldt opened the public hearing. <br /> <br />Mr. Jerry McChesney stated he was having water problems since the <br />improvement project. He stated that when the sewer project was <br />completed the street was not put in at the same grade and slope as it <br />was before and that because of this he was having approximately 1 1/2 <br />times more water in his yard than before the project. <br /> <br />The City Engineer stated that he had previously talked to Mr. McChesney <br />regarding this matter. <br /> <br />e <br /> <br />Mr. <br />The <br />the <br /> <br />Charles Solheim questioned <br />City Engineer indicated that <br />treatment plant and for water <br /> <br />what the SAC and WAC charges were for. <br />the charges were to defray the cost of <br />storage. <br /> <br />The City Engineer explained that due to changes to two properties in the <br />assessment roster, and not being able to meet the deadline in notifying <br />these property owners, the public hearing for the adoption of the <br />assessment for this project would be continued until October 6, 1986. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO CONTINUE THE PUBLIC HEARING UNTIL <br />OCTOBER 6. 1986. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE HOTION <br />PASSED 3-0. <br /> <br />7. Adoption of Assessment Roll for Improvements on School Street (Bud <br />Houlton <br /> <br />Terry <br />letter <br />stated <br />Houlton <br /> <br />Maurer. City Engineer. indicated that Mr. Houlton had submitted a <br />to the City requesting water extension to his property. He <br />he presented a change order to the School Street project and Mr. <br />signed a Waiver to Public Hearing and Right to Object. <br /> <br />COUNCILMEMBER TRALLE MOVED TO APPROVE RESOLUTION 86-70. A RESOLUTION <br />ADOPTING ASSESSMENT FOR WATER MAIN IMPROVEMENTS ON SCHOOL STREET. <br />COUNCILMEMBER GUNKEL SECONDED THE MOTION. <br /> <br />e <br /> <br />Councilmember Engstrom questioned the benefit the City was receiving <br />regarding the water line and fire hydrant. The City Engineer stated the <br />difference in the cost was $1.300 and stated the City would pick up this <br />amount for the use of the fire hydrant and the 2" water line to the <br />Lion's Park. <br /> <br />THE MOTION PASSED 3-0. <br />
