<br />Page 6 <br /> <br />City Council Minutes <br />7/28/86 <br /> <br />e <br /> <br />It was the concensus of the City Council to direct Mr. Wuornos to develop <br />a work program for a parking study; said study to be done under the <br />direction of the City Council and City staff. <br /> <br />BA.1 1986 Department Head Compensation Plan <br /> <br />Discussion was carried on regarding the salary and step plan range. <br /> <br />SA.2 Police Department Request for Additional Officers <br /> <br />Police Chief Zerwas reviewed his memo to the Mayor and City Council, <br />asking that he be authorized to advertiZe for a 10th police officer as <br />soon as possible, and also, that an 11th person be added in 1987. He <br />stated that there were funds available in the department's 1986 budget to <br />cover the expense. Specifically, he noted that the 1986 revenue budget <br />for fines was $38,000 and will probably come in at closer to $52,000. <br /> <br />COUNCILMEMBER GUNKEL MOVED THAT THE <br />AUTHORIZED TO ADVERTISE FOR HIRING <br />IMMEDIATELY. COUNCILMEMBER WILLIAMS <br />PASSED 3-0. <br /> <br />POLICE <br />A 10TH <br />SECONDED <br /> <br />CHIEF, TOM ZERWAS, BE <br />POLICE OFFICER, EFFECTIVE <br />THE MOTION. THE MOTION <br /> <br />Mr. Klaers indicated that the request for an 11th officer will be included <br />in the 1987 budget request for the Police Department. <br /> <br />e <br /> <br />8.A.3 Assistant for Building & Zoning Administrator <br /> <br />It was the consensus of the City Council that the budget request for the <br />Building & Zoning Administrator Department include expenses for an <br />additional building inspection employee. <br /> <br />8.A.4 Clerical Positions <br /> <br />Mr. Klaers stated that the comparable worth study has shown an equal value <br />between clerical worker positions and maintenance/labor positions, and <br />that these salaries must be brought in line. He further stated that the <br />1987 budget request will reflect an adjustment to the clerical salaries, <br />as these positions currently are approximately $3.00 per hour less. <br /> <br />8.B City Office Space <br /> <br />Mayor Hinkle stated that the Sherburne Lodge has approached him with a <br />proposal for the City to lease the Lodge's building on Highway #10. Mayor <br />Hinkle indicated that Mediscreen will be out of the building in October. <br />He further stated that the space could be leased at approximately $20,000 <br />a year, including utilities. Mayor Hinkle stated that there is an <br />immediate need to address space needs; that additional employees are <br />needed to carry out City business and there is no where to put them. <br /> <br />e <br /> <br />It was the concensus that this issue would be addresed further at the <br />August 11th meeting with other budget issues. <br />
