<br />Page 5 <br /> <br />City Council Minutes <br />7/28/86 <br /> <br />e <br /> <br />Mr. Klaers stated that the Council has an immediate concern <br />administrative subdivisions and control over utilities extensions. <br /> <br />over <br /> <br />Discussion was carried on regarding the need for a growth management <br />policy. how the project would be set up. and concerns for citizen input. <br /> <br />The City Council asked <br />administrative subdivision <br />would come back to the <br />recommendation. <br /> <br />that Mr. Wuornos begin work immediately on the <br />research. Mr. Klaers stated that Mr. Wuornos <br />City in approximately two months with a <br /> <br />Councilmember Gunkel expressed her <br />administrative subdivision requests <br />areas of the City. <br /> <br />concern with <br />and increasing <br /> <br />the zero lot line <br />density in certain <br /> <br />Mr. Rohlf expressed his concern regarding the large number of apartment <br />units under construction and also plans for even more. <br /> <br />Mayor Hinkle stated that since beginning his term on the Council. it has <br />always been their desire to see the City grow from the core outward. <br /> <br />Mr. Wuornos stated that he would be recommending that a task force be set <br />up to work with and evaluate the goals of the City. <br /> <br />e <br /> <br />Mr. Klaers indicated that the project of developing a growth management <br />policy will take approximately nine to twelve months and projected a cost <br />between $5.000 to $10.000. He further indicated that there were <br />sufficient funds in the 1986 budget to cover work Mr. Wuornos would be <br />able to accomplish this year and also. that the remaining costs would be <br />figured into the 1987 budget request. Mr. Klaers further stated that a <br />dollar amount would be set as "cost not to exceed". and that Mr. Wuornos <br />would come in at that point. show what work has been done and hours spent <br />on the work. <br /> <br />COlJNCILMEl-tBER WILLIAMS MOVED TO AUTHORIZE THE PLANNING CONSULTANT. MR. <br />WlJORNOS. TO PROCEED WITH THE DEVELOPMENT OF A GROWTH MANAGEMENT POLICY AT <br />A COST NOT TO EXCEED FIGURE OF $5.000. COUNCILMEMBER GUNKEL SECONDED THE <br />MOTION. THE MOTION PASSED 3-0. <br /> <br />Additionally it was acknowledged that the <br />managment policy will be a 12 to 18 month <br />fees approach the $5.000 level. he is directed <br />order to enter into a follow-up contract. <br /> <br />development of a growth <br />project.
