<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 2 <br /> <br />City Council Minutes <br />7/28/86 <br /> <br />Discussion was carried on regarding the two accesses to Highway #10 from <br />Broadway Bar, Sun-N-Swim, Furniture N-Things and Jerry's Auto. Further <br />discussion was carried on regarding blacktopping requirements for these <br />businesses. Mr. Rohlf indicated that Broadway's blacktopping ends 60 feet <br />short of their property line and that Furniture-N-Things blacktopping is <br />also short of the property line. <br /> <br />Mr. Chase explained that he fully intends to blacktop the service road, <br />but was not aware it needed to be done right away, and funds were not <br />budgeted for the work. Mr. Chase stated that the service road has class 5 <br />on it and that he felt the dust problem was more likely from the wind <br />blowing across the uncovered area around the building. He further stated <br />that he has the sod ready to be laid for this area and that rock and <br />landscaping will also be placed around the building. Also, Mr. Chase <br />noted that the east side of the building is being blacktopped now and that <br />would also eliminate dust from that area. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO ALLOW MR. CHASE TO POSTPONE BLACKTOPPING or <br />THE SERVICE ROAD IN FRONT OF HIS PROPERTY, WITH THE FOLLOWING CONDITIONS. <br /> <br />1. THAT SAID WORK BE COMPLETED BY JUNE 1, 1987. <br /> <br />2. THAT EITHER A LETTER OF CREDIT FOR THE COST OF THE IMPROVEMENTS BE <br />ISSUED IN FAVOR OF THE CITY, OR THAT HE ENTER INTO AN AGREEMENT WITH <br />THE CITY THAT IF THE WORK IS NOT DONE BY JULY 1, 1987 THE CITY WILL <br />DO THE BLACKTOPPING AND ASSESS THE COST TO MR. CHASES PROPERTY. <br /> <br />3. THAT DUST CONTROL MEASURES BE TAKEN TO PREVENT DUST ON THE FRONTAGE <br />ROAD FROM BLOWING ONTO ADJACENT PROPERTIES. <br /> <br />COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />4. Metal Skinned Buildings <br /> <br />Mr. Rohlf indicated that at the present time, there is nothing in the <br />City's zoning ordinan~e addressing metal skinned structures in R4 zones. <br />Mr. Rohlf stated that some of the new metal skinned designs are quite <br />attractive and have some advantages over wood construction, such as low <br />maintenance. Mr. Rohlf further stated that he recommended that language <br />be added to the City's Ordinance to allow metal skinned structures as <br />conditional uses in multi-family districts. He further recommended that a <br />moratorium be placed on this type of structure until the City Council can <br />act formally on such an amendment. <br /> <br />Councilmember Williams stated that he was in favor of the proposed <br />conditional use to insure some control. <br />
