THAT METAL SKINNED <br />BUILDINGS MAY BE ALLOWED IN THE R3 AND R4 ZONES. SUBJECT TO SITE PLAN <br />REVIEW AND APPROVAL BY THE CITY COUNCIL. COUNCILMEMBER SCHULDT SECONDED <br />THE MOTION. THE MOTION PASSED 3-0. <br /> <br />Builder Andy Wojtanowicz of Tri-County Quality Construction explained the <br />problem with apartment garages using galvanized steel and that he would <br />try to correct the problem with glare and appearance as soon as he found a <br />solution. <br /> <br />5. Piwowar Property <br /> <br />Councilmember Schuldt reviewed his memo regarding the Piwowar property and <br />the complaints that have been made. Councilmember Schuldt stated that he <br />felt the remains of the burned house should be leveled and the basement <br />filled in. <br /> <br />e <br /> <br />Mr. Rohlf indicated that he did not feel Councilmember Schuldt's comment <br />about City being unresponsive was fair. Mr. Rohlf reviewed the past <br />history of the Piwowar property complaint and cited actions taken by the <br />City. Mr. Rohlf stated that at present, the property doesn't meet the <br />City Ordinance definition of a junkyard. Mr. Rohlf further explained that <br />he had just met with Mr. Piwowar and he has agreed to make the necessary <br />corrections as recommended by August 15 (see attached letter to Mr. <br />Piwowar dated June 26. 1986). <br /> <br />Discussion was carried on regarding complaints on the property and the <br />City's responsibility to enforce the Ordinance in this type of situation <br />where the condition of a property is such that it detracts from other <br />properties in the neighborhood. <br /> <br />It was the consensus of the City Council that the Building and Zoning <br />Administrator check on the site on August 15th and report to the Council <br />at their August 18th meeting. <br /> <br />6. Public Works Building <br /> <br />Phil Hals, Public Works Superintendent. explained that he has been in <br />contact with three architectural firms and has received two proposals. He <br />stated that Pierce and Associates, presently working on the Assembly of <br />God Church in Brentwood, has proposed to work for the City on this project <br />for 5% of the building costs. at a cost "not to exceed" figure. Mr. Hals <br />stated that he felt the proposal from Bonestroo and Associates was too <br />high for services and also the time line was too lengthly. He stated that <br />a third contact, Waldon and Associates had chosen not to quote at all. <br />Mr. Hals recommended that the City enter into an agreement with Pierce and <br />Associates. <br /> <br />e <br />
