e e e REGULAR MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER CITY HALL JULY 28. 1986 Members Present: Councilmembers Gunkel. Schuldt. and Williams. Mayor Hinkle arrived at Item 4. Members Absent: Councilmember Engstrom Staff Present: Patrick Klaers, City Administrator; Stephen Rohlf. Building and Zoning Administrator; Lori Johnson. Finance Director; Thomas Zerwas. Police Chief. and Jon Glennie. Intern. 1. The meeting was called to order at 7:30 p.m. by Vice-Mayor Schuldt. 2. Agenda Patrick Klaers. City Administrator asked that a discussion of the service road black-topping by Sun-N-Swim Pools be added to the agenda as item 3.5. Mr. Klaers also noted that he had three additional items under Item 9. COUNCILMEMBER GUNKEL AGENDA AS AMENDED . MOTION PASSED 3-0. MOVED TO APPROVE THE COUNCILMEMBER WILLIAMS JULY 28. 1986 CITY COUNCIL SECONDED THE MOTION. THE 3. Consideration of 7/17/86 City Council Minutes COUNCILMEMBER GUNKEL MOVED TO APPROVE THE JULY 17. 1986 CITY COUNCIL MINUTES. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 3- o. Minutes of the July 21. 1986 City Council Meeting. Councilmember Gunkel noted that on page 3, Item 6.1, the motion should read. "Councilmember Schuldt seconded the motion." Mayor Hinkle noted that on page 7, Item 10.3. the minutes should be amended to show that the public hearing was opened and closed. COUNCILMEMBER GUNKEL MINUTES AS AMENDED. MOTION PASSED 3-0. MOVED TO APPROVE THE JULY 21. 1986 CITY COUNCIL COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE 3.5 Open Mike Building & Zoning Administrator, Stephen Rohlf explained that Mr. Stan Chase of Sun-N-Swim Pools was present to request that he be permitted to wait until Spring of 1987 to blacktop the service road on his property. Mr. Rohlf explained that the auto dealer down the road to the west has complained about dust coming from Mr. Chase's property.
