<br />Page 7 <br /> <br />City Council Minutes <br />July 21, 1986 <br /> <br />e <br /> <br />Councilmember Sculdt voiced his concern of voting in favor reluctantly <br />because of the concerns of the residents in the neighborhood regarding <br />multi-family in the area. <br /> <br />Councilmember Gunkel also voiced her concern of voting in favor <br />reluctantly. She indicated she would eventually like to see some type of <br />controlled growth implemented in the City. <br /> <br />10.3 Preliminary Plat Review of Rail 10/Public Hearing <br /> <br />The Building and Zoning Administrator <br />Albrecht were requesting preliminary plat <br />He noted the plat consisted of 7 lots and <br />Range 26. <br /> <br />noted Thomas Hipsag and James <br />review for an industrial plat. <br />is in Section 11, Township 32, <br /> <br />Mayor Hinkle <br />the matter. <br /> <br />opened the public hearing. No one appeared for or against <br />Mayor Hinkle closed the public hearing. <br /> <br />The Building and Zoning Administrator voiced his concerns stated in his <br />memo to the Mayor and City Council dated July 17, 1986. <br /> <br />e <br /> <br />COUNCILMlMBER ENGSTROM MOVED TO APPROVE THE PRELIMINARY PLAT OF RAIL 10 <br />SUBDIVISION CONTINGENT UPON TERRY MAURER'S REVIEW OF THE DRAINAGE. <br />COUNCILMlMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />10.4 Consideration of <br />General Stores as <br />Hearing <br /> <br />Ordinance Amendment to Allow Daycare Facilities and <br />Accessory or Conditional use in Campgrounds/Public <br /> <br />The Building and Zoning Administrator noted that Mr. Art Raudio is <br />requesting an ordinance amendment to allow day care facilities and <br />general stores as either a conditional or accessory use in a campground. <br />He noted that the Planning Commission and Staff felt these uses should be <br />conditional uses to assure the compatibility with adjoining properties. <br /> <br />Mayor Hinkle opened the public hearing. No one appeared for or against <br />the matter. <br /> <br />Mayor Hinkle closed the public hearing. <br /> <br />Councilmember Schuldt noted that he would be in favor of a general store <br />but had reservations about a day care center. He indicated he felt a day <br />care facility would enhance the potential problem of permanent occupancy <br />at the campground. <br /> <br />Councilmember Gunkel noted she felt the uses should be allowed as a <br />conditional use and also noted that she felt day care facilities was a <br />need for people in campgrounds. <br /> <br />e Councilmembers Williams and Engstrom concurred with Councilmember gunkel. <br />
