Consideration of Resolution Regarding Street Department Building Lease/ <br />Purchase Agreement <br /> <br />COUNCILMEMBER GUNKEL - MOVED TO ADOPT RESOLUTION 86-49, A RESOLUTION <br />APPROVING DOUGHERTY DAWKINS AS FINANCIER OF THE $250,000 PUBLIC WORKS <br />FACILITY. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED <br />4-0. <br /> <br />10.1 Consideration of Administrative Subdivision/Floyd Foslein/Public Hearing <br /> <br />e <br /> <br />Steve Rohlf, Building and Zoning Administrator, informed the Council that <br />Mr. Floyd Foslein is applying for an administrative subdivision for <br />property legally described as part of Block 2, Riverview Addition in the <br />Village of Elk River. The Building and Zoning Administrator noted that <br />he and Darrell Mack, Sewer Superintendent had inspected the property and <br />had concerns regarding the flood way and flood fringe and whether it <br />would be possible for an on-site septic system to be installed. Mr. <br />Rohlf indicated Staff is requiring a survey of the property so these <br />questions can be answered before granting or denying the administrative <br />subdivision request. <br /> <br />Mayor Hinkle <br />the matter. <br /> <br />opened the public hearing. No one appeared for or against <br />Mayor Hinkle closed the public hearing. <br /> <br />COUNCILMEMBER SCHULDT <br />SUBDIVISION BY FLOYD <br />PROPERTY IN QUESTION. <br />MOTION PASSED 4-0. <br /> <br />MOVED TO TABLE THE REQUEST FOR ADMINISTRATIVE <br />FOSLEIN UNTIL THE STAFF RECEIVES A SURVEY OF THE <br />COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE <br /> <br />10.2 Consideration of Administrative Subdivision/Central Investment <br />Corporation/Public Hearing <br /> <br />The Building and Zoning Administrtor noted that Central Investment <br />Corporation is requesting an administrative subdivision on property <br />legally described as Lot 5, Block 2, Ridgewood East 2nd Addition. He <br />noted the request is to split lot 5 into four lots to accommodate two <br />zero lot line duplexes for a total of four dwelling units. <br /> <br />Mayor Hinkle opened the public hearing. No one appeared for or against <br />the matter. <br /> <br />Mayor Hinkle closed the public hearing. <br /> <br />e <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE ADMINSITRATIVE SUBDIVISION fOR <br />LOT 5, BLOCK 2, RIDGEWOOD EAST 2ND ADDITION. COUNCILMEMBER GUNKEL <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br />
