<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 9 <br /> <br />City Council Minutes <br />July 7. 1986 <br /> <br />9. <br /> <br />Administrative Subdivision Request by Erling Dahlen/Public Hearing <br /> <br />The Building and Zoning Administrator indicated that Erling Dahlen was <br />requesting to subdivide a 7.4 acre parcel of land. He noted that Mr. <br />Dahlen is proposing to break off a 4 acre parcel to sell to his neighbor. <br /> <br />Mayor Hinkle opened the public hearing. No one appeared for or against <br />the matter. <br /> <br />Mayor Hinkle closed the public hearing. <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION <br />REQUEST BY ERLING DAHLEN WITH THE STIPULATION THAT A $100 PARK DEDICATION <br />FEE BE PAID TO THE CITY PRIOR TO RECORDING. COUNCILMEMBER GUNKEL <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />COUNCILMEMBER WILLIAMS MOVED THAT A $300 PARK DEDICATION FEE BE PAID TO <br />THE CITY BY CENTRAL INVESTMENT FOR THE ADMINISTRATIVE SUBDIVISION OF LOT <br />4. BLOCK 2. RIDGEWOOD EAST 2ND ADDITION, PRIOR TO RECORDING. <br />COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />10. <br /> <br />Environmental Assessment Worksheet for Deerfield 3rd Addition <br /> <br />The Building and Zoning Administrator noted that the City Council is the <br />regulating governmental unit charged with the decision whether an <br />Environmental Impact Statement is warranted on the Deerfield 3rd project. <br /> <br />The City Council targeted the following concerns as having a potential <br />for environmentally unacceptable impacts: <br /> <br />1. noise. dust. etc. during construction - possible solution to problem: <br />properly muffled equipment. routing truck traffic away from existing <br />residential area if possible and a construction curfew. and watering <br />which would be put in the Developer's Agreement. <br /> <br />2. Erosion due to the extreme slopes of the area - possible solution: <br />Make part of the Developer's Agreement implementation of the Urban <br />Soil Errosion Plan as per Bill Harju of the Soil and Water <br />Conservation District's recommendation. <br /> <br />3. Traffic Congestion on Elk Hills Drive - Possible Solution: obtaining <br />a signalized intersection at the corner of Highway 169 and Elk Hills <br />Drive. Also obtaining a second access to Highway 169 from the plat <br />which would be used for ingress and egress to the plat. <br /> <br />4. Adverse impacts on wildlife - possible solution: designing storm <br />water retention ponds with a shallow sloping shoreline with a fringe <br />of undisturbed vegetation around the pond perimeter. <br />
