<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 10 <br /> <br />City Council Minutes <br />July 7. 1986 <br /> <br />COUNCILMEMBER GUNKEL MOVED TO NOT PROCEED WITH THE EIS STATEMENT AND <br />fURTHER THAT THE CONCERNS BROUGHT UP IN THE LETTER FROM THE MINNESOTA <br />POLLUTION CONTROL AGENCY BE INCLUDED IN THE DEVELOPER'S AGREEMENT. <br />COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />11. Consideration of Final Plat Approval for Sandpiper Est?tes <br /> <br />The Building and Zoning Administrator reviewed the Sandpiper Estates <br />final plat with the Council. He noted the plat will consist of 43 single <br />family lots. He noted the developer was proposing to develop this in two <br />phases. The Council at this time reviewed the recommendations in the <br />Building and Zoning Administrator's memo. The Building and Zoning <br />Administrator indicated he would like to add #16 to the memo which states <br />that it is the City's policy that no building permits be issued until <br />Class 5 is down and it is a passable road. <br /> <br />Mayor Hinkle <br />the matter. <br /> <br />opened the public hearing. No one appeared for or against <br />Mayor Hinkle closed the public hearing. <br /> <br />Mayor Hinkle questioned why the development had only one access road. <br /> <br />Councilmember Williams indicated he recalled this matter was discussed at <br />the time of preliminary plat review and it was determined that another <br />access road would be added eventually with future development. <br /> <br />Discussion was held regarding the possibility of gaining another access <br />road to the plat off of Highway #10. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO CONTINUE THE PUBLIC HEARING IN '!WO WEEKS IN <br />ORDER TO HAVE STAFF LOOK INTO THE POSSIBILITY OF OBTAINING AN ACCESS ROAD <br />OFF OF HIGHWAY 10. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE <br />MOTION PASSED 4-0. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO EXTEND THE <br />COUNCILMEMBER WILLIAMS SECONDED THE MOTION. <br /> <br />MEETING PAST MIDNIGHT. <br />THE MOTION PASSED 4-0. <br /> <br />12. Consideration of Final Plat for Vernon Estates <br /> <br />The Building and Zoning Administrator noted that Tim Smith. Developer is <br />requesting final plat review for Vernon Estates. 4.25 acres which is to <br />be divided into thirty-two lots to accommodate sixteen duplex units. <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />The Building <br />memo dated <br />length. The <br />of Occupancy <br /> <br />and Zoning Administrator reviewed the recommendations in his <br />July 2. 1986 with the Council. Item #10 was discussed in <br />Building and Zoning Administrator noted that no Certificate <br />would be issued until the improvements are done. <br />
