<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 8 <br /> <br />City Council Minutes <br />July 7, 1986 <br /> <br />Counci1member Gunkel noted that the easement is not a city accepted <br />street and felt it would end up being a private road and stated there is <br />a moratorium on private gravel roads. <br /> <br />Counci1member Engstrom suggested changing the shape of parcel B to abut <br />to the easement so the easement would not have to be extended. <br />Counci1member Gunkel noted she felt a private road would still be created <br />because two people would be using the road. <br /> <br />Counci1member Williams indicated he had no problem with the request. <br /> <br />Counci1member Gunkel indicated that at the present the easement is a <br />driveway into one lot, and felt that by approving the subdivision, the <br />Council would be creating a private road. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO DENY THE ADMINISTRATIVE SUBDIVISION REQUEST <br />BY ROBERT HASTINGS BECAUSE OF THE PRIVATE ROAD SITUATION. COUNCILMEMBER <br />SCHULDT SECONDED THE MOTION. THE MOTION PASSED 3-2. COUNCILMEMBERS <br />ENGSTROM AND WILLIAMS VOTED AGAINST THE MOTION. <br /> <br />Discussion was held regarding Mr. Hastings alternatives. <br /> <br />Administrative Subdivision Request by Central Investment Corporation <br />/Pub1ic Hearing <br /> <br />The Building and Zoning Administrator noted that Central Investment <br />Corporation located at 921 24th Avenue N.E., Mp1s is requsting an <br />administrative subdivision on property legally described as Lot 4, Block <br />2, Ridgewood East 2nd Addition. He indicated the request is to split the <br />lot into four lots to accommodate two zero lot lined duplexes. <br /> <br />Mayor Hinkle opened the public hearing. <br /> <br />Mark Lavelle stated he lived on 191st Avenue. He indicated that there <br />was a previous request for a zone change which would allow three four <br />p1exes which the Council denied. He indicated he felt what the applicant <br />was proposing now was no better than before. <br /> <br />Mayor Hinkle closed the public hearing. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION rOR <br />LOT 4, BLOCK 2, RID GEWOOD EAST 2ND ADDITION. COUNCILMEMBER ENGSTROM <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />Counci1member Schuldt noted that this administrative subdivision met all <br />zoning laws and city requirements. <br />
