Mayor Hinkle indicated he felt it was <br />an imposition on the Developer to ask for this. <br /> <br />Item 4 was discussed regarding the letter of credit being either 100% or <br />125%. It was the consensus of the City Council that the letter of credit <br />be 100%. <br /> <br />Mayor Hinkle closed the public hearing. <br /> <br />Councilmember Williams questioned whether snow removal requirements were <br />being met in the cul-de-sac area due to the size of the lots. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE FINAL PLAT FOR VERNON ESTATES <br />WITH THE STIPULATIONS MADE IN THE BUILDING AND ZONING ADMINISTRATOa'S <br />MEMO DATED JULY 2. 1986 AND WITH THE FOLLOWING CHANGES: THAT /;10 READ <br />"NO CERTIFICATES OF OCCUPANCY BEFORE IMPROVEMENTS ARE DONE, AND THAT /111 <br />BE DELETED. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO AMEND THE MOTION TO READ THAT PHIL HAtS I <br />STREET SUPERINTENDENT, GIVE HIS RECOMMENDATION REGARDING SNOW MAINTENANCE <br />ON THE CUL-DE-SAC. COUNCILMEMBER GUNKEL SECONDED THE AMENDMENT. THE <br />AMENDMENT PASSED 4-0. <br /> <br />THE MOTION AS AMENDED PASSED 4-0. <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO CHARGE 100% AS OPPOSED TO 125% LETTER OF <br />CREDIT. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4- <br />O. <br /> <br />13. 1986 Equipment Certificates <br /> <br />The City Administrator indicated that the Council had before them a <br />resolution which would authorize the issuance. awarding sale describing <br />the form and details and levying taxes for the payment of $105.000 <br />General Obligation Equipment Certificates. <br /> <br />The Council discussed the equipment to be financed by the equipment <br />certificates. Discussion was held regarding the fire tanker truck not <br />having Council approval for purchase. <br /> <br />COUNCILMEMBER WILLIAMS MOVED TO CONTINUE ITEM #13 UNTIL THE JULY 14, 1986 <br />CITY COUNCIL MEETING AT WHICH TIME MORE INFORMATION WOULD BE AVAILABLE ON <br />THE EQUIPMENT TO BE FINANCED BY THE CERTIFICATE. COUNCILMEMBER GUNKEL <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />Councilmember Engstrom left the meeting at 12:10 a.m. <br />
