Resolution Adopting Survey Requirements <br /> <br />The City Administrator presented a resolution which would allow for <br />certificate of survey to be required on lots less than five acres in <br />size prior to building permit issuance. unless all corners of a lot <br />can be verified. in which case the certificate of survey would not be <br />required. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO ADOPT RESOLUTION 86-27. A RESOLUTION <br />ESTABLISHING CITY POLICY IN REGARDS TO SURVEY REQUIREMENTS FOR SINGLE <br />FAMILY DWELLINGS. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE <br />MOTION PASSED 4-0. <br /> <br />C. Highway 169 Access for RDF Trucks <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE RESOLUTION 86-28. A RESOLUTION <br />SUPPORTING UNITED POWER ASSOCIATION'S REQUEST TO THE MINNESOTA <br />DEPARTMENT OF TRANSPORTATION FOR A MEDIAN CROSS OVER FOR RDF TRUCKS <br />FROM HIGHWAY 169 TO THE UPA SITE. COUNCILMEMBER ENGSTROM SECONDED <br />THE MOTION. THE MOTION PASSED 4-0. <br /> <br />D. <br /> <br />Street Overlay Project - Main and Jackson <br /> <br />e <br /> <br />The City Administrator noted that the City received quotes from three <br />companies for the overlay project on Main and Jackson Streets. He <br />noted that the City can buy the mix at $22.00 per ton and that Elk <br />River Bituminous will supply and lay the mix at $25.00 per ton. The <br />City Administrator noted the City will need approximately 200 tons <br />and the total cost will be approximately $5.000. He noted the area <br />to be done would be from Highway 10 and Main Street to King and the <br />stretch of Jackson from Main to Highway 10. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE PHIL HALS. STREET <br />SUPERINTENDENT, TO GO AHEAD WITH THE STREET OVERLAY PROJECT ON MAIN <br />AND JACKSON STREETS. COUNCILMEMBER WILLIAMS SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br /> <br />E. Replacement of full-time position in Sewer Department <br /> <br />The <br />hire <br /> <br />City <br />Ken <br /> <br />Administrator noted that Mr. Darrell Mack has requested to <br />Nelson as a full-time employee for the Sewer Department. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO HIRE KEN NELSON AS AN EMPLOYEE OF THE <br />CITY OF ELK RIVER TO START AT A SALARY OF $8.54 PER HOUR. <br />COUNCILMEMBER WILLIAMS SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />e <br /> <br />Discussion was held regarding the matter of Terry Mack, employee of <br />the Street Department. and his inability to drive City vehicles due <br />to two alcohol related driving infractions.
