DAN STODDARD TO CONTINUE ON <br />WITH THE PROJECT TO PREPARE RECOMMENDATIONS BASED ON THE STUDY AND TO BE <br />SUBMITTED TO THE MPCA AND SHERBURNE COUNTY WITH THE STIPULATION THAT A <br />CAP OF $1,000 BE PUT ON THE WORK TO BE DONE. COUNCILMEMBER ENGSTROM <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />4. Administrator's Update <br /> <br />A. Park Dedication <br /> <br />The City Administrator noted that City staff had become aware of an <br />imbalance in park dedication fees being charged. He indicated the <br />staff was proposing park dedication fee of $100 per dwelling unit as <br />opposed to 10% of the raw land value. He noted the reasoning for the <br />proposal was that apartment units and other high density residential <br />areas should be charged more for park dedication than larger lots for <br />single family residential homes because larger lots have less need <br />for parks and the apartment unit lots are adding more families which <br />puts more of a demand on the parks. <br /> <br />Mayor Hinkle noted he felt it was not unfair for people subdividing a <br />large amount of land to have to pay 10% of the land value for a park <br />system. <br /> <br />e <br /> <br />Councilmember Williams indicated he felt there should be a new way to <br />assess the fee because it is the people that use the parks, and the <br />people that should be assessed, not the land. <br /> <br />Councilmember <br />recommendation <br />figure. <br /> <br />Engstrom <br />but was <br /> <br />indicated he approved of the staff <br />not sure the $100 figure was an appropriate <br /> <br />Councilmember Schuldt noted he felt the recommendation was a better <br />and more equitable plan to use. <br /> <br />Discussion was held as to how to determine how many units should be <br />paid for on a piece of land. It was suggested that the the fee could <br />be based on the maximum density allowed in the zone and if there are <br />not that many dwellings put on the land, the landowner could be <br />reimbursed. Discussion was also held regarding when the money <br />should be collected from the City. <br /> <br />Peter Beck, the City Attorney, indicated that the fee could be levied <br />at the time of administrative subdivision and collected at the time of <br />building permit application. <br /> <br />e <br /> <br />It was the consensus of the City Council to levy a park dedication <br />fee of $100 per dwelling unit at the time of administrative <br />subdivision, and to collect the fee at the time of building permit <br />application. It was also determined that this would be presented to <br />the City Council in resolution form at the May 5 City Council <br />meeting. <br />
