<br />REGULAR WEEKLY MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAY, APRIL 28, 1986 <br /> <br />e <br /> <br />Members Present: Mayor Hinkle, Counci1members Gunkel, Schuldt, Engstrom and <br />Williams <br /> <br />Members Absent: <br /> <br />None <br /> <br />Staff Present: <br /> <br />Tom Bublitz; City Administrator, and Peter Beck; City <br />Attorney <br /> <br />1. The meeting was called to order by Mayor Hinkle at 9:40 p.m. <br /> <br />2. Consideration of Agenda <br /> <br />Items 4-H, Report from Library on heating and cooling system, and 4-1, <br />report from Lori Johnson on delinquent accounts were added to the agenda. <br />The City Administrator also noted there was a correction in the agenda on <br />Item 4E - Street Department should read "Sewer Department", and also that <br />Consideration of Agenda should be added to the agenda. <br /> <br />COUNCILMEMBER GUNKEL <br />AGENDA AS AMENDED . <br />MOTION PASSED 4-0. <br /> <br />MOVED TO APPROVE THE APRIL 28, 1986 CITY COUNCIL <br />COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE <br /> <br />Consideration of April 21, 1986 City Council Minutes <br /> <br />e <br /> <br />COUNCILMEMBER GUNKEL <br />MINUTES AS SUBMITTED. <br />MOTION PASSED 4-0. <br /> <br />MOVED TO APPROVE THE APRIL 21, 1986 CITY COUNCIL <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE <br /> <br />3. Landfill Hydrogeological study <br /> <br />The City Administrator introduced Mr. Dan Stoddard, a representative of <br />Bruce A. Liesch Associates. Inc. Mr. Stoddard informed the Council he <br />was representing. Brian Liesch. He explained their firm had been hired <br />by the City of Elk River to compile and analyze the available existing <br />environmental and hydrogeologic information for the area around the Elk <br />River Landfill. Mr. Stoddard then reviewed the Hydrogeologic <br />Investigation report prepared by Bruce A. Liesch Associates. Inc. at <br />which time he also reviewed the recommendations made by his firm. listed <br />on page 15 of the report. <br /> <br />Peter Beck. City Attorney. indicated he felt the City should request <br />specific recommendations as to what should be done to supplement the work <br />plan. He also indicated the City should be asking PCA to take specific <br />actions so we can be sure to have the information we need to make our own <br />independent conclusions and decisions. <br /> <br />e <br /> <br />Peter Beck indicated he would like to see Dan Stoddard prepare some <br />recommendations to the City which would include what the City should be <br />requesting from the PCA. He also indicated the City should request Mr. <br />Stoddard to prepare a time1ine for the total project. <br />
